Context
Plan, develop, implement, and monitor the project communications strategy and stakeholder engagement activities to ensure timely, accurate, and culturally appropriate information flow between DPWH, the Consultant team, contractors, local communities, government units, and other stakeholders. Support the Environmental and Social Safeguards (ESS) framework, ensure transparency, and facilitate timely feedback and grievance resolution through the Grievance Redress Mechanism (GRM).
Missions/Main Duties
- Communications Strategy and Planning
- Develop and implement the overall communications plan for LLRN Phase I, including information sharing, public awareness campaigns, and targeted messaging for different stakeholder groups (communities, LGUs, utilities, businesses, NGOs, media).
- Align communications with ESS requirements, social safeguards, and gender equality objectives.
- Define target audiences, key messages, delivery channels, and performance indicators; adapt messaging for local languages and literacy levels.
- Public Information and Information Dissemination
- Prepare and distribute project information materials (fact sheets, brochures, newsletters, FAQs, fact-based updates) in English and local languages as needed.
- Manage and update the project website, social media channels, and information boards; ensure accuracy, accessibility, and timeliness.
- Develop information booklets, briefing notes, and press briefs for dissemination to stakeholders.
- Stakeholder Engagement and Consultation
- Plan and facilitate meaningful consultations with LGUs, communities, and other stakeholders, document outcomes and feedback.
- Maintain a stakeholder mapping and engagement calendar, track attendance, concerns, and follow-up actions.
- Support capacity-building activities for stakeholders on project objectives, processes, and safeguards where needed.
- Grievance Redress Mechanism (GRM) and Safeguards Communication
- Promote and operationalize GRM communications; coordinate with ESS teams to receive, log, and respond to grievances.
- Prepare clear guidance materials on GRM procedures; train focal points and ensure consistent messaging.
- Monitor and report on GRM performance; support grievance resolution communications and transparency.
- Media Relations and Public Affairs (if required)
- Serve as a liaison with local media; prepare press releases, media advisories, and briefing statements.
- Manage incident communications and ensure timely, accurate, and responsible dissemination of information.
- Monitor media coverage and public sentiment; provide recommendations to mitigate risk.
- Public Information Campaigns and Events
- Organize and support town halls, public briefings, and community information sessions; coordinate logistics, accessibility, and inclusivity (including vulnerable groups).
- Develop and execute public information campaigns to raise awareness of project benefits, safeguards, routes, traffic management during construction, and resettlement/compensation processes as applicable.
- Compliance, Quality and Safeguards Integration
- Ensure all communications comply with DPWH guidelines, procurement communications rules, and the EMP/Environmental and Social Safeguards documentation.
- Coordinate with the SCS and other specialists to ensure messaging is consistent with environmental and social baseline data and monitoring results.
- Data, Documentation and Reporting
- Maintain a centralized communications archive (reports, presentations, media clippings, stakeholder comments, GRM records).
- Prepare regular communications progress reports, including audience reach, engagement metrics, GRM statistics, and feedback summaries.
- Contribute to quarterly and annual ESS and project progress reporting as required.
- Capacity Building and Knowledge Transfer
- Provide guidance and training to DPWH staff, contractor communications focal points, and local government units on effective public information and grievance handling.
- Share best practices and keep the team updated on communications standards, tools, and technologies.
- Coordination with Other Disciplines
- Work closely with traffic/engineering, environmental, resettlement, and social safeguards teams to ensure consistent and integrated messaging across all project components.
Profile/Skills
Education | Bachelor’s degree in communications, Public Relations, Journalism, Marketing, or a related field. Master’s degree or specialized training in communications, public affairs, or social safeguards is an advantage. |
