SYSTRA has been engaged to review, develop and implement improvements to the ARTC Signalling Statement of Competency framework and process to benefit the overall experience for employees and contractors.
Challenge
The Australian Rail Track Corporation (ARTC) manages and maintains most of Australia’s interstate rail network infrastructure. Part of ARTC’s responsibilities as a Rail Infrastructure Manager (RIM) includes managing train operations and maintaining the network. Critical regulatory requirements under Rail Safety National Law require Rail Safety Workers to have the competence to carry out their work. The complexity and legacy of the competency management system is resulting in a shortage of Signalling and other critical resources required by ARTC.
Approach
SYSTRA has been engaged to review, develop and implement improvements to the ARTC Signalling Statement of Competency (SOC) framework and process to benefit the overall experience for employees and contractors. The new process aimed to reduce complexity, cost and time taken for assessment of competency of signalling staff working on the ARTC network.
SYSTRA’s project team consisted of competency, signalling, human factors and safety specialists. The team worked very closely with ARTC subject matter experts for this project in order to deliver the project outcomes. The solution was reviewed by multiple governance groups across various levels of ARTC’s organisation to ensure deliverables met the business needs.
SYSTRA reviewed the current ARTC Signalling SOC process and framework, benchmarked industry competency standards and frameworks and reviewed regulatory requirements to provide several recommendations aimed to improve the Signalling competency management framework and process.

SYSTRA, in collaboration with ARTC subject matter experts, developed a new policy and procedure for signalling competency management which included an improved governance model and a streamlined process for assessment of competency. The SYSTRA and ARTC project team developed a new SOC and associated technical competency and skills dictionary for signal electricians. The technical skills dictionary is the first time a comprehensive document like this has been developed for the signalling industry in Australia.
In delivering Safety Assurance Statement for the project, SYSTRA has developed the overall safety argument to ensure that ARTC meets the requirements of the Rail Safety National Law.
