Asset Condition Assessment for the Department of Infrastructure and Transport, Adelaide
Challenge
From 2019 to 2020, the South Australian Department of Infrastructure and Transport (DIT) developed the Rail Transformation Program (RTP) to transition the Adelaide Metropolitan passenger rail network from a government operated model to a franchise model within the private sector. As part of the procurement process of the new rail operator, bidders were required to develop a plan to maintain the infrastructure and rolling stock to meet the objectives specified by RTP.
Approach
Systra was engaged to assess the adequacy and completeness of the existing asset condition information held by the State and to form a view on the condition of the Rail assets and the likely renewal work that would be required on the network over the coming 10-year term. Systra reviewed 6 asset classes across all 6 rail lines within the Network and undertook a 4-step methodology to complete the review.
The 4-step methodology employed included:
- A desktop review of asset condition documents against an asset management framework
- Review of Maximo extract, staff interviews and site visits
- Final assessment of asset condition information
- Review and assessment on the 10-year asset renewal strategy
Systra undertook site inspections and interviews with DIT employees, to collect data on asset conditions and understand the methodologies that were employed for recording asset condition information.
Benefit
The report developed by Systra advised DIT on the coverage, completeness and correctness of the asset condition information for each asset class, it highlighted gaps in asset condition information, and assessed the sufficiency of the information to support DIT’s asset and maintenance strategy. Finally, we provided advice on whether the current maintenance strategy enabled the collection of the required information, and provided insights into how the strategic asset management plan should be improved to define asset information collection and maintenance processes.
