The CT4 consortium composed of SYSTRA Canada, Bouthillette Parizeau, and SNC-Lavalin Team Laurence has been mandated to provide professional engineering services for the development of plans and specifications for the construction of Phase IV of the Société de transport de Laval (STL) garage expansion.

Several preliminary studies were conducted to minimize risks during the design phase. A complete program has already been developed in 2019 and has continued to evolve with the STL’s internal team. This evolution was embodied in a summary of needs shared with CT4 at the beginning of the project.

The mandate around electrification consists of reviewing the charging technologies relevant to the STL and assessing the issues and characteristics of these solutions to simulate the behaviour of a complete fleet charging over a typical operating period. It also includes the production of a technical specification, the assistance during the procurement process, and the realization of installation plans for the charging infrastructure.

The scope of the mandate includes:

  • Preliminary studies and additional surveys of existing facilities;
  • Optimization of the functional and technical programs;
  • Preparation and active participation in the integrated design process, value engineering, and risk analysis sessions;
  • Energy simulations to support the development of the concept which will comply with the STL’s sustainable development master plan and support funding applications;
  • Concept development and preliminaries (plans and specifications at 30% completion);
  • Production of plans and specifications with issuance at 70%, 100%, for bid and for construction;
  • Production of pre-purchase documents (medium voltage, generator, terminals, and pantographs), as well as shop testing, pre-operational, and integrated services;
  • Design of the electrification facility;
  • Estimates and variance analysis for each of the official programs;
  • Interprofessional coordination and collaboration with STL’s administrative and operational units (Finance, Procurement, Operations, Maintenance);
  • Support to STL’s initiatives with external stakeholders (City of Laval, insurance brokers, fire department, Hydro-Québec, Énergir, Ministry of the Environment and Climate Change, MAMH, CNESST, RBQ, etc.);
  • Support services throughout the bidding process and during construction;
  • Basic commissioning;
  • Training for operations personnel;
  • Support for the processing of claims, if required.
