Context

We are seeking a seasoned Resident Engineer to lead onsite delivery for the Civil/Tracks package within a major rail/metro program. Operating under a PMC scope and embedded alongside the client and contractors, you will oversee construction quality, safety, progress, interfaces, and compliance with contract and regulatory requirements.

Missions/Main Duties

  • Lead site supervision for civil and track works including earthworks, subgrade, structures (viaducts, bridges, tunnels where applicable), ballast/ballastless track, sleepers, rail installation, welding, grinding, fastening systems, drainage, and ancillary works.
  • Enforce HSE standards and a strong safety culture; chair toolbox and coordination meetings; ensure compliance with method statements, risk assessments, and permit-to-work systems.
  • Monitor construction quality against IFC drawings, specifications, ITPs, and QMS; witness inspections, approve/reject work, and close NCRs and punch lists.
  • Oversee progress against approved schedules and look-aheads; validate productivity, resources, and access possessions; identify risks and implement mitigation and recovery plans.
  • Manage interfaces with utilities, stations/depot, systems (signaling, OCS/3rd rail, telecoms), and T&C teams; facilitate access, logistics, and sequencing to protect critical path.
  • Review and approve contractor method statements, shop drawings, materials submittals, and temporary works designs in coordination with design and client engineers.
  • Administer the contract at site level in line with PMC/client procedures and relevant forms (e.g., FIDIC); manage correspondence, engineer’s instructions, and change control inputs.
  • Validate contractor progress measurement, verify quantities for interim payments, and provide substantiation for approvals.
  • Support time and cost assessments, claims analysis inputs, and time-impact reviews in collaboration with planning and commercial teams.
  • Ensure as-built records, redlining, and documentation are maintained; support handover readiness, commissioning interfaces, and final completion.
  • Lead and mentor site inspection teams (civil, track, materials testing); drive skills transfer and continuous improvement.

Profile/Skills

  • Bachelor’s degree in Civil Engineering or related discipline; Master’s degree is an advantage.
  • Minimum 10 years of post-graduate experience in construction supervision for rail/metro or major transport/linear infrastructure, with substantial trackwork exposure.
  • Mandatory experience in Saudi Arabia or the GCC, with strong familiarity with regional codes, authorities, and permitting processes.
  • Demonstrated PMC/client-side supervision on large, multi-package programs.
  • Strong knowledge of track systems (ballasted/ballastless), track geometry and tolerances, welding (aluminothermic/flash-butt), stressing, and handback criteria, plus associated civil works.
  • Proven track record in HSE leadership, quality assurance, interface management, and schedule-driven delivery.
  • Experience with FIDIC-based contracts and claims/change procedures.
  • Knowledge of systems integration and construction-to-commissioning interfaces.
  • Professional registration or certifications (PE/CEng, PMP, or equivalent) preferred.
  • Familiarity with relevant standards (AREMA, EN, BS, local authority standards) and testing/acceptance criteria.
  • Working knowledge of planning and reporting tools (Primavera P6 look-aheads, Power BI/Excel), and common data environments (Aconex/Asite).
  • Decisive site leadership with excellent communication and stakeholder management.
  • Rigorous attention to safety, quality, and compliance.
  • Strong problem-solving, risk identification, and mitigation skills under schedule pressure.
  • Clear, structured reporting and documentation discipline.
