We are seeking applications for the position of Regulatory/ Legal
Expert for Upcoming Transport Development project in South Asia.

 

Missions/Main Duties

  • Lead the design and implementation of regulatory reforms for urban public transport systems.
  • Develop contractual frameworks for private bus operator franchising and the issuance of e-bus contracts.
  • Identify and address regulatory barriers and enablers for multimodal integration, e-bus adoption, and overall public transport improvement.
  • Provide legal expertise on PPP schemes, ensuring compliance with Sri Lanka’s regulatory context and international best practices.
  • Draft, review, and negotiate contractual arrangements with private operators and stakeholders.
  • Advise on risk allocation, dispute resolution mechanisms, and compliance requirements.
  • Collaborate with government agencies, transport authorities, and private sector partners to ensure effective implementation.

Monitor evolving legal and regulatory frameworks in Sri Lanka and recommend necessary updates.

Profile/Skills

  • Bachelor’s Degree in Law from a recognized institution.
  • More than 10 years of overall professional experience.
  • More than 5 years of relevant experience in public transport regulations and contracting modalities in Sri Lanka.
  • Demonstrated knowledge and extensive track record in contractual arrangements for large-scale PPP schemes.
  • Strong understanding of the regulatory context for public transport sectors in Sri Lanka.
  • Proven ability to design and implement legal frameworks for complex infrastructure projects.
