Context
The QA/QC Inspector will provide site-based quality assurance and control across multidisciplinary rail works within a Project Management Consultancy (PMC) scope. Reporting to the Resident Engineer and Quality Manager, the role ensures construction activities comply with approved drawings, specifications, Inspection and Test Plans (ITPs), method statements, and contractual requirements. The inspector will drive compliance, traceability, and progressive assurance for civil/earthworks, trackwork, MEP/building services, and rail systems interfaces, safeguarding safety, quality, and schedule integrity throughout delivery and handover.
Missions/Main Duties
The QA/QC Inspector conducts daily inspections and witnesses hold points across work fronts, verifying adherence to ITPs, approved methods, and material submittals. They review and endorse QA/QC documentation, including test reports, calibration certificates, batch records, and as-built packages, ensuring full traceability and auditable records. The role involves raising non-conformance reports (NCRs) and site observation reports (SORs), driving corrective and preventive actions through closure, and tracking trends to prevent repeat defects. The inspector coordinates with civil, track, MEP, and systems teams to assure interfaces, sequence critical activities, and avoid clashes or late-stage rework.
In addition to field inspections, the QA/QC Inspector monitors material compliance and workmanship, witnessing critical tests such as compaction/density, concrete sampling, weld NDT, pressure and leakage tests, electrical IR/continuity, and functional tests of life-safety systems. They support factory acceptance tests (FAT), site acceptance tests (SAT), and integrated testing and commissioning (ITC), validating checklists, test scripts, and cause-and-effect matrices. The inspector contributes to quality risk assessments, supports lessons-learned workshops, and aligns inspection activities with look-ahead schedules and progressive handover requirements.
Profile/Skills
- Candidates should hold a Diploma or Bachelor’s degree in Engineering (Civil, Mechanical, Electrical, or related discipline), with at least 10 years of QA/QC inspection experience on major infrastructure, including substantial rail exposure.
- GCC experience is required; Saudi PMC/client-representative experience is preferred.
- Relevant certifications—such as ISO 9001 internal/external auditor, welding inspection (e.g., CSWIP), NDT (UT/PT/MT), or concrete/earthworks testing—are advantageous.
Successful inspectors demonstrate strong knowledge of QA/QC processes, ITP development and execution, material approvals, and progressive assurance. They are proficient in reviewing drawings, method statements, checklists, and test reports, and in producing clear inspection and non-conformance documentation.
Technical familiarity spans civil/earthworks (compaction, concrete, drainage), trackwork (geometry, welding/stressing, ballast), and MEP/building services (HVAC, LV/MV electrical, fire and life safety, plumbing, ELV/ICT), with awareness of systems interfaces to signaling, telecoms, traction power/OLE/OCS, and SCADA/BMS.
Competence with common data environments and reporting tools (e.g., Aconex, ProjectWise, MS Office) is expected, with a plus for digital snagging and commissioning tools.
Inspectors must be detail-oriented, assertive in raising quality concerns, and effective coordinators across multidisciplinary teams, maintaining traceable, auditable records.
The role requires familiarity with applicable standards and codes, including EN/BS/IEC for civil and electrical works, NFPA for fire and life safety, ASHRAE/SMACNA for HVAC, and relevant local GCC authority requirements.
The inspector ensures compliance with project-specific specifications, permits, and client governance, supporting ISO 9001-aligned quality management practices and contributing to internal audits and surveillance.
