Context

Reporting directly to the Contract Administrator, the Senior Quantity Surveyor (MEP) will provide commercial and contractual advisory services, with a focus on post-contract claims management, quantum analysis, and Extension of Time (EOT) assessments.  The role requires strong technical knowledge and capability in handling multi-disciplinary works involving civil structures, architectural, transport systems, and MEP installations, ensuring accurate evaluation of cost and delay impacts

Missions/Main Duties

  • Advise on contractual entitlement, risk allocation, and interpretation of contract provisions under FIDIC and similar forms of Contract
  • Assess, prepare, and respond to claims submissions, including detailed narratives and supporting documentation
  • Maintain and manage comprehensive claims register tracking status, key milestones, and outcomes
  • Draft clear and effective contractual correspondence, including notices, responses, and determinations
  • Identify and evaluate interface risks across civil, structural, architectural, transport systems, and MEP packages
  • Develop claims defense strategies and support negotiations, settlements, and dispute resolution proceedings
  • Perform forensic quantum analysis covering cost evaluation, prolongation, disruption, and associated impacts
  • Validate contractor submissions against measured works, procurement data, and subcontractor accounts
  • Prepare independent, evidence-based quantum reports suitable for formal dispute resolution
  • Undertaking detailed Extension of Time (EOT) assessments including critical path analysis and delay substantiation
  • Review and challenge delay analyses, assessing concurrency, dependencies, and mitigation measures in collaboration with planners
  • Provide clear, robust delay assessments aligned with associated cost implications
  • Deliver strategic commercial advice to mitigate risks and optimise project outcomes
  • Conduct contract audits and commercial reviews across multiple work packages
  • Support dispute avoidance initiatives and early-stage claim resolution strategies
  • Assist in the preparation of expert reports and provide commercial input to legal teams and independent experts
  • Compile, review, and analyse project records, progress data, and technical documentation
  • Prepare and manage cost estimates, cost plans, and revisions in line with design and scope changes
  • Establish and maintain cost control, monitoring, and reporting systems, including periodic forecasting
  • Develop and maintain cost databases and benchmark rates
  • Assess the value of completed works and administer interim payment applications and certification
  • Review and assess variation submissions in accordance with contractual and commercial requirements
  • Liaise with clients, consultants, contractors, and subcontractors on commercial and contractual matters
  • Negotiate and agree final accounts, ensuring fair, accurate, and commercially sound outcomes

Profile/Skills

Essential

  • Bachelor in Mechanical/Electrical Engineering
  • Professional Qualification in Quantity Surveying (Ideally RICS Accredited)
  • Over 10 years relevant work experience in post contract work managing claims, reviewing payments certificates, variation orders and claims on major infrastructure projects.

Desirable

  • MRICS and Preferably a Registered or Licensed Professional
  • Knowledge with international forms of Contract particularly FIDIC/CESSM3
  • Railway project experience is an advantage
  • GCC experience
