The Stakeholder Manager will be responsible for developing and implementing stakeholder management strategies to support project delivery, maintain effective engagement with key parties, and ensure alignment between project objectives and stakeholder expectations. The role will require close coordination with the client, government and regulatory entities, contractors, consultants, operators, utility providers, and other external stakeholders.
This position is well suited to a candidate with extensive experience in large-scale rail, transport, or infrastructure projects, particularly within a PMC or consultancy environment, and with a sound understanding of the regulatory and stakeholder landscape in Saudi Arabia.
Missions/Main Duties
The successful candidate will lead the planning, implementation, and continuous improvement of stakeholder management processes across the project lifecycle. They will identify, map, and analyse stakeholder groups, assessing their level of influence, interest, and impact on the project.
- Develop, implement, and maintain the stakeholder management strategy and stakeholder engagement plan for the project.
- Identify and map internal and external stakeholders and assess their influence, interest, and project impact.
- Build and maintain effective working relationships with the client, authorities, regulatory agencies, utility providers, contractors, consultants, and other project stakeholders.
- Coordinate with relevant entities to support project approvals, permits, interfaces, access requirements, and other external dependencies.
- Organize and lead stakeholder meetings, workshops, briefings, and consultation sessions as required.
- Prepare high-quality stakeholder correspondence, reports, presentations, meeting minutes, and action trackers.
- Monitor stakeholder concerns, commitments, and expectations, ensuring timely follow-up and resolution of issues.
- Manage stakeholder-related risks and escalate critical matters to project leadership when required.
- Maintain up-to-date stakeholder registers, communication plans, contact databases, and records of engagement activities.
- Liaise with internal project teams including engineering, construction, interface, planning, communications, and commercial functions to ensure coordinated stakeholder responses.
- Support the client and senior management in managing sensitive relationships and high-priority external issues.
- Ensure stakeholder activities are aligned with project governance, contractual requirements, and local regulatory frameworks.
Profile/Skills
- Candidates should have a strong track record of engaging with government authorities, public sector entities, and external stakeholders on complex, high-profile projects.
- The successful applicant should possess strong interpersonal and communication skills, with the ability to influence, negotiate, and build trusted relationships across a wide range of stakeholder groups. The role requires diplomacy, sound judgment, cultural awareness, and the ability to manage multiple priorities in a dynamic project environment.Candidates should hold a bachelor’s degree in a relevant discipline such as Engineering, Business Administration, Communications, Public Relations, Urban Planning, or a related field.
- Minimum 15 years’ experience in stakeholder management or a related function.
- Proven experience on major rail, metro, transport, or infrastructure projects.
- Previous experience working within a PMC, consultancy, or client-side project environment.
- Strong understanding of stakeholder coordination across complex project interfaces.
- Experience engaging with government authorities, municipalities, regulatory bodies, and external agencies.
- Excellent written and verbal communication skills.
- Strong reporting, presentation, coordination, and problem-solving capabilities.
- Ability to manage stakeholder issues, risks, and escalations effectively.
- Familiarity with local approval processes, authority coordination, and regulatory frameworks.
- Experience working on high-value, multi-stakeholder infrastructure programmes.
