The government has promised a new version of the Treasury’s Green Book in early 2026, outlining the core principles of evaluating investment decisions, leading to potential revisions to the Department for Transport (DfT), United Kingdom’s own appraisal guidance. The DfT has also been consulting on its new Appraisal Modelling and Evaluation Strategy, which will set out the priorities for improving its Transport Analysis Guidance over the next five years.

Could this be the time to explore further opportunities and double down on our critical assessment of current appraisal frameworks? Whilst the government is so urgently seeking growth, should the frameworks be relaxed to reduce hurdles for scheme implementation?
