Context

Overhead Contact System (OCS) Design Expert – Estonia

Missions/Main Duties

We are seeking a highly experienced and certified OCS Design Expert to lead our Overhead Contact System engineering efforts in Estonia. In this role, you will be the primary technical authority for Estonia, reporting directly to the OCS Design Manager. You will support the development of generic and detailed designs while leading a local team to deliver precise, compliant application designs.
This is a full-time, long-term commitment. You must remain dedicated solely to this project from the date of the first Notice to Proceed (NTC) until the issuance of the Taking-over Certificate.

Profile/Skills

Main Responsibilities
  • Project Reporting: Act as the main point of contact for all Estonia-specific OCS issues, reporting directly to the OCS Design Manager or as designated by the project organization chart.
  • Design Support: Assist the OCS Design Manager in developing the overall Generic Design and Detailed Design.
  • Team Leadership: Lead, mentor, and supervise a dedicated team of local OCS Designers to develop the specific Application Design for Estonia.
  • Compliance & Quality: Ensure all OCS designs strictly conform to Estonian legislation, national requirements, standards, and technical specifications.
Requirements & Qualifications
  • Education: Bachelor’s degree in Electrical Engineering, Mechanical Engineering, or a strictly relevant discipline.
  • Experience: Minimum of 10 years of proven, verified experience in OCS design roles carrying the exact same set of responsibilities outlined above.
  • Language Skills: Professional proficiency in both languages is mandatory (Minimum CEFR B2 level in English AND Minimum CEFR B2 level in Estonian).
  • Certification: Must hold a valid local Estonian certificate for the relevant discipline (Design of OCS) to be submitted for the ENE Engineer's Statement of No Objection (SoNo).
    • Note: If you do not currently hold the local Estonian certificate, the employer/contractor must commit to obtaining it for you within 6 months from the NTC for Generic Design.
  • Availability: Full-time availability, permanently located in Estonia (or an agreed project location). You cannot be employed in any other project for the duration of the contract.
