The Réseau express métropolitain (REM) is now under construction (design, build, finance, operate and maintain) and the project’s sponsor (CDPQ Infra) was mandated to analyze extension options available for the transportation network (northwards to Laval, and southwards to Chambly / St‑Jean-sur-Richelieu).
An initial 6-month mandate aimed at carrying out the preliminary design studies, leading to the definition of a benchmark project and the elaboration of a first set of specifications. Organized in 3 phases (diagnosis, analysis of the alignments, definition of the benchmark project), the mission involved namely:
- The revision and critical analysis of existing studies to present recommendations;
- Development of solutions at a preliminary design level;
- Identification of the main municipal services and public utilities;
- Selection of technologies;
- Identification of corridors and propose the best ones;
- Identification of hard points of integration on the corridor;
- Analysis and studies for the implementation of stations;
- First KMZ plan/profile file with all the preliminary components (railway alignment, stations, structures, etc.);
- Design and location of engineering structures;
- Integrating transit networks and assets by adding station amenities (bus platforms, park-and-ride lots, etc.);
- Preliminary evaluation of environmental challenges;
- Operational study/sizing of the transportation system (fleet size, frequency, etc.);
- Infrastructure costing (CAPEX);
- Operation/maintenance costing (OPEX);
- Final baseline design studies/specifications.
Based on the results and conclusions of this first study, a 12-month amendment was concluded in order to analyze in detail the prospect of linking the territory of Laval and the North Shore of the Montreal Metropolitan Community (MMC) via the implementation of a transportation network system, entirely independent but directly interconnected with the REM and the STM metro network.
This second mandate consisted in repeating the initial activities within the new study perimeter and in providing a number of technical complements to constitute a final preliminary design file for the selected benchmark project:
- Identification of the design criteria;
- Definition and location of engineering structures with the exception of the Mille-Îles River crossing structures;
- Constructability analysis;
- Identification of properties to be acquired, including land required for work areas;
- Assessment of land acquisition costs and recommendations related to the issuance of land reserves (including land required for work areas);
- Development of a preliminary construction schedule.
