The 95.4km toll road will link Gilimanuk in the west with Mengwi in the east. Gilimanuk is the port with a ferry connection to the island of Java. The TransJava toll network will connect to the Java port side of Banyuwangi in the coming years. At the eastern of Mengwi, the road will connect with the national road network connecting to the key commercial area and tourist areas of Denpasar and Nusa Dua, as well roads connecting to the north and eastern sides of the island of Bali.

SYSTRA were commissioned to provide support for the project at bidding stage and to produce traffic and revenue forecasts for the proposed road.

The study included review of new infrastructure projects including an airport, theme park and logistics hub.
