The Double Track Project in Northeast Thailand included two Signalling & Telecom (S&T) contracts: “North C1” (NC1) and “North East C1” (NEC1). The State Railway of Thailand (SRT) was the end customer, with an appointed Engineer responsible for reviewing and approving project deliveries. LSE, as the direct contractor, delivered the design, the system, and the testing and commissioning (T&C).

Key Responsibilities of ICE for both NC1 and NEC1 Project

  • Certification of all safety‑related documentation in telecommunications design and testing.
  • Certification of all safety‑related documentation in central traffic control (CTC) design and testing.
  • Certification of safety‑critical and safety‑related designs, test procedures, and test records.
  • System assurance and operational readiness assessments.

ICE Mission and Responsibilities

  • System Assurance and Operation Readiness: certifying the consistency and acceptability of evidence from RAMS studies, O&M documentation and plans, and the supporting quality management system. This corresponded to what, in another context, could be considered the scope of an Independent Safety Assessor (ISA).
  • Safety‑related Technical Documentation: verifying compliance with safety standards and principles in the technical elements referenced in RAMS studies and supporting their conclusions. This corresponded to what, in another context, could be considered the scope of an Independent Design Checker.

Although contracted by the Signalling & Telecom Contractor, the ICE acted independently of the contractor’s organisation and reported directly to the Engineer. All safety‑related documentation required ICE consent before submission to the Engineer for review.
