The study was commissioned by the 4 main public transport operators in Jakarta – namely MRTJ, LRT-Jakpro, TransJakarta and KCI (commuter rail). Today these operators carry around 2 million daily passengers (pre-COVID) but have separate ticketing.

This study, which was led by KPMG includes a refinement and review of the ticketing system, fare policies and fares themselves. An integrated ticketing system with a common ticket/card usage (including bank cards and online) as well as a single fare from point to point rather than based on the individual boardings is the objective.

SYSTRA involvement was mainly in the first stage of the study which is the fare strategy development. This involved initially analysis of the operator’s transaction data, refining/developing a transport model, incorporation of survey data and replicating the pre-COVID conditions. From benchmarking and also taking into account the current fares and affordability, the model was then be used to test alternative fare strategies and their impact on passenger and revenue.
