The Project Director will provide overall leadership and strategic direction for PMCM services on roads and bridges projects, acting as the primary point of accountability for project performance and client satisfaction. The role will be responsible for managing multidisciplinary teams and ensuring that all project objectives are achieved in line with contractual obligations and corporate standards.
Subject to project award, the successful candidate will lead project planning, mobilization, execution, and close-out activities, while establishing robust governance, reporting, risk management, and stakeholder coordination processes. They will oversee project controls, construction supervision interfaces, consultant and contractor performance, and ensure compliance with quality, safety, and regulatory requirements.
The Project Director will also be expected to maintain strong relationships with clients, government authorities, contractors, and key stakeholders, while supporting business growth through opportunity identification, bid support, and strategic client engagement where required.
Missions/Main Duties
- Lead and direct PMCM delivery for major roads and bridges projects from inception through completion, subject to award.
- Serve as the senior client interface and ensure effective stakeholder management at all levels.
- Provide leadership to project managers, discipline leads, construction management teams, and support functions.
- Establish and monitor project delivery strategies, execution plans, schedules, budgets, and resource requirements.
- Ensure effective management of scope, risk, change control, quality, HSE, and commercial performance.
- Oversee design coordination, construction supervision, contract administration, and project controls functions.
- Drive timely decision-making and resolution of technical, contractual, and operational issues.
- Ensure compliance with client requirements, local regulations, and company procedures.
- Prepare and present executive-level progress reports, dashboards, and performance updates.
- Support recruitment, mentoring, and development of project team members.
- Contribute to bid preparation, technical proposals, and strategic positioning for future PMCM opportunities.
Profile/Skills
- Bachelor’s degree in Civil Engineering or a related engineering discipline.
- Minimum 20 years of relevant professional experience in infrastructure project delivery, with a strong emphasis on site-based execution and project delivery leadership for major roads and bridges projects.
- Demonstrated hands-on experience in managing projects through key delivery stages, including mobilization, construction supervision, interface management, testing and commissioning, project close-out, and handover.
- Proven track record in leading the day-to-day delivery of large-scale infrastructure projects, ensuring performance against programme, budget, quality, and contractual obligations.
- Strong practical experience in construction management, site operations, contractor oversight, supervision teams, and resolution of on-site technical and operational issues.
- Proven ability to manage multidisciplinary site teams and coordinate effectively across contractors, designers, client representatives, authorities, and other project stakeholders.
- GCC experience is mandatory.
- KSA experience is a strong advantage.
- Chartered Engineer status is preferred or equivalent recognized professional accreditation.
- Strong knowledge of SHEQ principles, standards, and implementation practices across major infrastructure projects.
- Demonstrated commitment to Safety, Health, Environment, and Quality leadership, with the ability to embed a strong SHEQ culture across project teams and supply chain partners.
- Proven experience in promoting safe working practices, quality compliance, risk mitigation, incident prevention, and continuous improvement throughout project delivery.
- Strong understanding of contract administration, construction management, project controls, change management, and stakeholder coordination in live project environments.
- Excellent written and verbal communication skills in English.
- Strong client-facing presence and the ability to engage effectively with senior stakeholders and public-sector entities.
