Missions/Main Duties

The GIS Delivery Lead is responsible for leading the design, implementation, and delivery of enterprise geospatial solutions that support business and project objectives. This role combines strong technical expertise in GIS platforms and spatial data management with leadership in project execution, solution architecture, process improvement, and team development. The successful candidate will oversee the delivery of scalable, high-quality GIS solutions, ensure data integrity and performance, and collaborate with internal teams and clients to translate business needs into effective geospatial products and services.

 

Key Responsibilities

  • Design, implement, and maintain GIS solutions using ArcGIS Enterprise, transforming complex spatial and business data into dynamic, user-friendly web-based maps, applications, and dashboards tailored to project and client needs.
  • Lead the integration of spatial and tabular data from multiple sources, including CAD, GPS, text, external databases, and other enterprise systems, through ETL processes using tools such as FME; perform data conversion between formats such as CAD, shapefiles, geodatabases, and feature services while ensuring data quality, consistency, accuracy, and interoperability.
  • Develop, optimize, and maintain enterprise geodatabases and GIS data models to support multi-user environments, improve system performance, and ensure scalability, reliability, and proper governance of geospatial information assets.
  • Automate GIS workflows and data processing tasks using Python, Power Automate, and related tools to streamline repetitive operations, improve efficiency, reduce delivery timelines, and support continuous improvement initiatives.
  • Process and analyze LiDAR data, generate digital elevation models, and use orthophotography and other remote sensing products to support topographic mapping, spatial analysis, and project visualization requirements.
  • Lead the planning, coordination, and execution of GIS deliverables across multiple projects, ensuring timelines, quality standards, and business requirements are met.
  • Collaborate with project managers, engineers, analysts, field teams, and client stakeholders to gather requirements, define technical approaches, and deliver fit-for-purpose geospatial solutions.
  • Establish and enforce GIS standards, best practices, and quality assurance procedures related to data management, cartography, metadata, system configuration, and solution deployment.
  • Provide technical leadership and mentorship to GIS team members by reviewing work, sharing knowledge, delivering training, and supporting the development of technical and professional capabilities across the team.
  • Support the evaluation, configuration, and adoption of Esri applications such as Experience Builder, StoryMaps, Survey123, Field Maps, QuickCapture, and ArcGIS Dashboards to enhance operational effectiveness and end-user engagement.
  • Contribute to solution architecture decisions, including system integration, application design, security considerations, and platform optimization in enterprise GIS environments.
  • Monitor evolving GIS technologies, industry trends, and best practices, and recommend improvements or innovations that strengthen service delivery and business value.
  • Participate in proposal development, effort estimation, and technical planning for new initiatives or client engagements when required.

Profile/Skills

Education: University degree or college diploma in Computer Science, GIS, Geomatics, or a related field. An equivalent combination of education and relevant professional experience may also be considered.

 

Years of experience: A minimum of 20 years of experience in GIS, spatial data, or data-driven delivery environments is required. A minimum of 5 years of experience in a Project Manager, Delivery Manager, or Program Manager capacity is also required.

 

Technical competencies:

  • Advanced proficiency with ArcGIS Pro, ArcGIS Enterprise, and ArcGIS Online.
  • Strong experience with Esri applications including Experience Builder, StoryMaps, Survey123, Field Maps, QuickCapture, and ArcGIS Dashboards.
  • Strong expertise in ETL processes and data integration using FME.
  • Solid expertise in data conversion and integration across text, tabular, CAD, GPS, and GIS data formats.
  • Strong understanding of coordinate systems, projections, spatial data management, and geodatabase design.
  • Proficiency in Python and JavaScript for automation, customization, and workflow development.
  • Experience with PostgreSQL, PostGIS, and spatial database administration concepts.
  • Familiarity with Power BI, Power Automate, and Power Apps.
  • Experience working with LiDAR, orthophotos, terrain models, and related geospatial analysis workflows.
  • Strong analytical, troubleshooting, and problem-solving skills.
