The State Railway of Thailand (SRT) was the end customer, with an appointed Engineer responsible for reviewing and approving project deliveries. LSE, as the direct contractor, delivered the design, the system, and the testing and commissioning (T&amp;C).<\/strong><\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-key-responsibilities-of-ice-for-both-nc1-and-nec1-project\">Key Responsibilities of ICE for both NC1 and NEC1 Project<\/h4>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Certification of all safety\u2011related documentation in telecommunications design and testing.<\/li>\n\n\n\n<li>Certification of all safety\u2011related documentation in central traffic control (CTC) design and testing.<\/li>\n\n\n\n<li>Certification of safety\u2011critical and safety\u2011related designs, test procedures, and test records.<\/li>\n\n\n\n<li>System assurance and operational readiness assessments.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-ice-mission-and-responsibilities\">ICE Mission and Responsibilities<\/h4>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>System Assurance and Operation Readiness<\/strong>: certifying the consistency and acceptability of evidence from RAMS studies, O&amp;M documentation and plans, and the supporting quality management system. This corresponded to what, in another context, could be considered the scope of an Independent Safety Assessor (ISA).<\/li>\n\n\n\n<li><strong>Safety\u2011related Technical Documentation<\/strong>: verifying compliance with safety standards and principles in the technical elements referenced in RAMS studies and supporting their conclusions. This corresponded to what, in another context, could be considered the scope of an Independent Design Checker.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Although contracted by the Signalling &amp; Telecom Contractor, the ICE acted independently of the contractor\u2019s organisation and reported directly to the Engineer.
