**ENEVAL delivers crucial insights not covered by other carbon modelling software. **

ENEVAL evaluates and models emissions using outputs from strategic and
microsimulation models, drawing on COPERT emissions data and the latest TAG and
NAEI parameters. It assesses greenhouse gases such as CO2 and CH4 alongside key
air pollutants including NOx and PM2.5.

The tool identifies the vehicle types that emit the most, determines the origins
and destinations responsible for the largest shares of emissions across areas
and local authorities, helping to measure the contribution of policies and
initiatives in reducing transport emissions – supporting progress toward
net‑zero and clean air targets.

ENEVAL has been, and continues to be used on a wide range of SYSTRA UK projects
e.g.

- Clean Air Zones (including monitoring).
- Carbon Action plans.
- Carbon Skimming.

#### Assess network impact and pollution

- Powerful in-house environmental emissions modelling tool.
- Assesses emissions from transport using the latest COPERT data and current TAG
  and NAEI parameters.
- Undertakes assessments based on strategic and microsimulation models.
- Unlike spreadsheet-based workflows (e.g., the EFT interface), ENEVAL’s system
  is enabled to handle assessments across much larger large networks.

#### Identify sources of pollution

For Climate Action Plans, ENEVAL quantifies emissions using trusted datasets
(EFT, COPERT, NAEI/TAG) and traffic model outputs, attributing results to
vehicle types and operating conditions to target the most impactful
interventions.

- Identifies emission types: CO2, CO, NOX, PM2.5 and CH4.

#### How do I measure transport carbon emissions for local climate action plans?

Every project has unique requirements, and ENEVAL is designed to be as flexible
as possible. Our specialists use the tool to move beyond general averages, 
providing a granular view of how different policies affect local air quality.
This helps us work closely with you to pinpoint exactly where interventions will
have the greatest impact on your carbon reduction targets. 

#### Is ENEVAL compatible with international emissions datasets outside the UK?

Yes. While we initially developed ENEVAL using UK and EU databases, such as the
National Atmospheric Emissions Inventory (NAEI) and Transport Analysis Guidance
(TAG), the software is flexible. SYSTRA can adapt the tool to incorporate
emissions datasets from any region in the world, ensuring your carbon
assessments are reliable and relevant to your local regulatory environment.

#### Which data sources does ENEVAL use for emissions modelling?

ENEVAL draws its data from the most trusted national and international sources
to ensure your assessments are accurate and defensible. In the UK, we use NAEI
and TAG parameters. This is complemented by COPERT (Computer Programme to
calculate Emissions from Road Transport) data, which is the European standard
for calculating vehicle emissions.

#### How does ENEVAL use different datasets for air quality assessments? 

ENEVAL uses the latest COPERT emission factors, alongside TAG and NAEI
parameters, and combines them with outputs from strategic and microsimulation
traffic models. This approach provides granular, network‑specific results for
pollutants and greenhouse gases, including CO2, CO, NOx, PM2.5 and CH4. 

#### How does ENEVAL support PAS 2080 carbon management standards?

ENEVAL provides a transparent and evidence-based foundation for decision-making.

infrastructure. This means our processes—including the way we use ENEVAL—meet

#### How does ENEVAL relate to the UK’s 󠀁**Emissions Factors Toolkit**󠁿 (EFT) ?

ENEVAL uses authoritative emission parameters (COPERT with NAEI/TAG) but is not
the same as the EFT calculator. It applies these factors to detailed traffic
modelling to attribute emissions by vehicle type and trip, map hot‑spots across
areas and authorities, and test policies, providing a defensible,
network‑specific assessment that the EFT alone cannot offer.
