Amid the wave of redevelopment in the old Kwun Tong’s district in the past
years, a new landmark blending intelligence and sustainability is on the
horizon! This integrated development project embraces the “single site, multiple
uses” planning concept, creating an open, flexible, and inclusive community
space covering an area approximately 64,500 square meters of Gross Floor Area.
It is scheduled for phased completion between 2027 and 2028.

**The project features two main buildings:**

A 25-storey High Block creating a hub for Civil Services Units including the
Civil Service College, Dental Clinics, Staff Training Facilities of Social
Welfare Department.

A 9-storey Low Block providing a District Health Centre, Shine Skills
Development Centre, Art Gallery, and various Training Venues to serve diverse
community needs.

The buildings have achieved the prestigious BEAM Platinum certification,
distinguished by an interlocking atrium that challenges conventional office and
training facility typologies. Environmental sustainability is embedded in the
construction process through the integration of MiC and MiMEP methodologies, the
use of GGBS concrete, and the extensive application of precast beams and slabs.

**SYSTRA Hong Kong provided specialised traffic consultancy services to support the project, including construction considerations, seamless connectivity, green mobility, and the Public Transport Interchange hub.**

**Construction Considerations**Located in the bustling Kwun Tong area with
significant traffic demands, the subject site’s construction prioritizes
minimizing disruption to the surrounding community. To maintain convenient
pedestrian access and uninterrupted public transport services, comprehensive
temporary traffic management schemes were implemented throughout the
construction process.

**Seamless Connectivity, Green Mobility**An elevated walkway will be provided on
podium level to form a comprehensive pedestrian network to enhance the
connectivity in the area. The pedestrian walkway will connect the surrounding
areas, including the MTR Kwun Tong Station in the west, the footbridges crossing
Tsui Ping Road and Kwun Tong Road in the east and the PTI on ground level.

**Public Transport Interchange**A new bus terminus will be provided on the
ground level of the development. The new bus terminus will adopt a central
island type saw-tooth design with the passenger waiting area in the central
island and bus bays around it, which improves safety by minimizing conflicts
between vehicles and pedestrians. The passenger waiting area will be covered,
providing a better waiting environment and convenience for passengers.
