The Utilities Engineer – Coordination and Interface Management is responsible for the identification, coordination, and resolution of interfaces between the High-Speed Rail (HSR) project and existing utility infrastructure, utility owners, and municipalities.<\/p>\n
The role includes managing utility-related data, including Subsurface Utility Engineering (SUE) information across all quality levels (Quality Levels (QL-D to QL-A)), Geographic Information System (GIS) data, legacy records, and Computer-Aided Design (CAD) models.<\/p>\n
The position requires coordinating with stakeholders to define conflict resolution strategies and ensuring that third-party designs are developed, reviewed, and implemented in accordance with agreed requirements, schedule, and project constraints.<\/p>\n
It covers both:<\/p>\n
· The engineering of existing conditions (data collection, validation, and constraint identification);<\/p>\n
· The engineering of proposed solutions, through coordination with stakeholders to define, challenge, agree upon, and validate utility conflict resolution strategies.<\/p>\n<\/p>\n
Key Responsibilities:<\/p>\n
· Lead coordination with utility owners, municipalities, and third parties<\/p>\n
· Capture, validate and track stakeholder requirements and constraints<\/p>\n
· Oversee collection, validation, and integration of utility data (SUE QL-D to QL-A, GIS, legacy records)<\/p>\n
· Identify, assess, and manage utility constraints and conflicts<\/p>\n
· Ensure the accuracy, completeness, and traceability of utility data<\/p>\n
· Lead the definition of conflict resolution strategies (relocation, protection, accommodation) in collaboration with stakeholders<\/p>\n
· Coordinate with internal design teams (structural, track, etc) for conflict resolution<\/p>\n
· Challenge and validate proposed solutions from third parties<\/p>\n
· Ensure selected solutions are technically sound, feasible, and aligned with project constraints<\/p>\n
· Review and validate third-party designs against agreed solutions<\/p>\n
· Monitor the progress of design and implementation by utility owners \/ municipalities<\/p>\n
· Ensure compliance with schedule, scope, and agreed technical approaches<\/p>\n
· Ensure integration of both existing and proposed utilities into project models (CAD\/3D)<\/p>\n
· Contribute to risk management and mitigation plans<\/p>\n
· Maintain coordination records, decisions logs, and interface tracking tools<\/p>\n
· Support interface management processes and contribute to overall project coordination<\/p>\n

Requirements<\/strong><\/p>\n · 10+ years of experience in utilities coordination, infrastructure projects, or interface management within large-scale linear projects (rail, highways, pipelines)<\/p>\n · Proven experience working with utility owners, municipalities, and third parties in complex, multi-stakeholder environments<\/p>\n · Experience with Subsurface Utility Engineering (SUE), including understanding of quality levels (QL-D to QL-A) and associated data limitations<\/p>\n · Familiarity with utility relocation, protection, and accommodation strategies<\/p>\n · Experience with utility data integration and management (GIS, CAD, legacy records)<\/p>\n · Experience working in design coordination and validation environments where third-party deliverables must be reviewed and monitored<\/p>\n · High-Speed Rail (HSR) or major infrastructure experience is considered a strong asset<\/p>\n <\/p>\n Skills and Competencies <\/strong><\/p>\n · Strong ability to lead and facilitate technical coordination meetings and workshops with multiple stakeholders<\/p>\n · Ability to analyze both existing conditions and proposed solutions, and provide sound engineering judgment<\/p>\n · Strong analytical thinking, rigor, and attention to detail, particularly in contexts with incomplete or uncertain data<\/p>\n · Ability to challenge, validate, and drive consensus on technical solutions with external stakeholders<\/p>\n · Experience in risk identification, mitigation, and follow-up, particularly related to utilities and third-party interfaces<\/p>\n · Strong organizational skills, including the ability to manage complex data, multiple interfaces, and competing priorities<\/p>\n · Excellent communication skills, with the ability to present complex technical information clearly to both technical and non-technical stakeholders<\/p>\n · Ability to represent engineering interests effectively with senior leadership, clients, and external partners<\/p>\n · Proactive mindset with strong ownership of issues and solutions<\/p>\n · Ability to work in multidisciplinary and multicultural environments<\/p>\n · Has a strong fluency in either English or French and willingness to learn the other.<\/p>\n<\/p>\n SYSTRA Canada is committed to having a diverse and inclusive workforce.
