wp-block-column-is-layout-flow\">\n<p><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-dusty-blue-color\">Dans le cadre du Protocole d&#8217;entente sur le programme de d\u00e9veloppement durable des infrastructures entre le gouvernement du Qu\u00e9bec et le gouvernement de la Nation crie (dit La Grande Alliance ou LGA), SYSTRA Canada a effectu\u00e9 des \u00e9tudes de faisabilit\u00e9 de la Phase I des infrastructures de transport propos\u00e9es dans le sud de la r\u00e9gion d\u2019Eeyou Istchee Baie-James.<\/mark><\/strong><\/p>\n\n\n\n<p>Le mandat comprenant l\u2019\u00e9tude de march\u00e9 (Phases I, II et III), l\u2019\u00e9tude technique, l\u2019\u00e9tude sociale et environnementale, la liaison avec les collectivit\u00e9s locales, l\u2019\u00e9tude \u00e9conomique, financi\u00e8re et de risques, l\u2019\u00e9tude des b\u00e9n\u00e9fices et impacts sociaux et \u00e9conomiques pour les dix collectivit\u00e9s locales cries<\/p>\n\n\n\n<p>Les infrastructures de transport \u00e9tudi\u00e9es pour tous les volets (Phase&nbsp;I) comportaient&nbsp;(voir la carte plus bas) :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>R\u00e9seau routier&nbsp;:<\/strong> (1) am\u00e9lioration des routes d&#8217;acc\u00e8s \u00e0 Waskaganish (102&nbsp;km), Eastmain (103&nbsp;km), Wemindji (96&nbsp;km) et Nemaska (10km), nouvelle route d\u2019acc\u00e8s \u00e0 Mistissini (45&nbsp;km); (2) am\u00e9lioration de la route du Nord (406&nbsp;km) et du tron\u00e7on sud de la route Billy-Diamond (257&nbsp;km).<\/li>\n\n\n\n<li><strong>R\u00e9seau ferroviaire&nbsp;:<\/strong> (3) nouveau chemin de fer parall\u00e8le \u00e0 la route Billy-Diamond entre Matagami et la rivi\u00e8re Rupert (257&nbsp;km); (4) remise en service de la ligne ferroviaire entre Grevet (Lebel-sur-Qu\u00e9villon) et Chapais (164&nbsp;km); cinq aires de transbordement et cinq gares de passagers.<\/li>\n\n\n\n<li><strong>R\u00e9seau a\u00e9rien&nbsp;:<\/strong> (a) nouvel a\u00e9roport \u00e0 Mistissini.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Les volets march\u00e9 et collectivit\u00e9s locales portaient \u00e9galement sur les infrastructures des phases II et III, soit&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>R\u00e9seau routier&nbsp;:<\/strong> (6) nouvelle route jusqu\u2019\u00e0 Whapmagoostui (207&nbsp;km); (7) am\u00e9lioration et prolongement de la route 167 (510&nbsp;km).<\/li>\n\n\n\n<li><strong>R\u00e9seau ferroviaire&nbsp;:<\/strong> (5-8) nouveau chemin de fer entre la rivi\u00e8re Rupert et Whapmagoostui (559&nbsp;km).<\/li>\n\n\n\n<li><strong>R\u00e9seau maritime&nbsp;:<\/strong> (9) nouveau port \u00e0 Whapmagoostui.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-media-text alignwide has-media-on-the-right is-stacked-on-mobile is-vertically-aligned-top\" style=\"grid-template-columns:auto 32%\"><div class=\"wp-block-media-text__content\">\n<p>SYSTRA Canada a assur\u00e9 les services li\u00e9s \u00e0 l\u2019\u00e9tude de march\u00e9, \u00e0 la faisabilit\u00e9 technique du r\u00e9seau ferroviaire, aux communications avec les collectivit\u00e9s cries, \u00e0 l\u2019\u00e9valuation \u00e9conomique et aux collectivit\u00e9s locales.<\/p>\n\n\n\n<p><strong>\u00c9tudes de march\u00e9<\/strong> : Portrait et historique de l\u2019occupation du territoire, de la population, de l\u2019activit\u00e9 \u00e9conomique, des r\u00e9seaux de transport routier, ferroviaire, maritime, a\u00e9rien, analyse de trafic, revue du cadre institutionnel, pr\u00e9visions d\u00e9mographiques et projets de d\u00e9veloppement; identification des utilisateurs potentiels, enqu\u00eate aupr\u00e8s des exp\u00e9diteurs, transporteurs et agents locaux de d\u00e9veloppement; portrait d\u00e9taill\u00e9 des secteurs forestier, minier, hydro\u00e9lectrique, construction, approvisionnement, et des besoins des march\u00e9s; pr\u00e9visions et affectations de trafic de marchandises, de personnes et v\u00e9hicules sur les segments routiers et ferroviaires; analyse de tarification; pr\u00e9visions de recettes.<\/p>\n\n\n\n<p><strong>\u00c9tude de faisabilit\u00e9 technique ferroviaire :<\/strong> Historique et inspection de la ligne ferroviaire Grevet-Chapais ; pour celle-ci et une nouvelle ligne parall\u00e8le \u00e0 la route Billy-Diamond : visites de site, relev\u00e9s topographiques, analyse des conditions environnementales, int\u00e9gration des connaissances cries du territoire; \u00e9tude de trac\u00e9, crit\u00e8res de conception, mod\u00e9lisation 3D; analyse et concepts de terrassements, voie ferr\u00e9e, structures, voies d\u2019\u00e9vitement, gares, aires de transbordement; plan d\u2019op\u00e9ration, besoins de mat\u00e9riel roulant, de b\u00e2timents et \u00e9quipements de manutention ; strat\u00e9gies d\u2019entretien; besoins de personnel; analyse d\u2019options de technologies de trains \u00e0 batterie et \u00e9lectriques ; \u00e9tude de relocalisation d\u2019un chemin forestier (84 km) et sentier de motoneige (93 km), \u00e9valuation de la voie du Canadien National et besoins de remise en \u00e9tat; \u00e9tude des options de desserte de Waswanipi (modification de trac\u00e9, antenne, camionnage); CAPEX, capital de maintien, OPEX ; calendrier de r\u00e9alisation.<\/p>\n\n\n\n<p><strong>Liaison avec les collectivit\u00e9s locales :<\/strong> Gestion des communications avec les agents d\u2019information des collectivit\u00e9s locales cries et jam\u00e9siennes; interaction des agents de liaison entre les \u00e9quipes professionnelles et le milieu; identification des intervenants; pr\u00e9sentations et discussions avec autorit\u00e9s et populations locales, organismes r\u00e9gionaux et gouvernementaux; pr\u00e9sentations \u00e0 certains groupes et groupes de discussion (utilisateurs du territoire, ma\u00eetres de trappe, \u00e9l\u00e8ves, jeunes, femmes, etc.).<\/p>\n\n\n\n<p><strong>\u00c9tude \u00e9conomique, financi\u00e8re et de risques :<\/strong> Mod\u00e9lisation \u00e9conomique et financi\u00e8re, estimation des co\u00fbts d\u2019immobilisation (\u00b135 %), estimation des co\u00fbts d\u2019exploitation (op\u00e9ration et maintenance); analyse avantages co\u00fbts; estimation des retomb\u00e9es \u00e9conomiques des projets, \u00e9valuation des b\u00e9n\u00e9fices de d\u00e9veloppement socio\u00e9conomique, analyse des opportunit\u00e9s d\u2019emploi et besoins de formation; analyse financi\u00e8re, strat\u00e9gies de financement; analyses de sensibilit\u00e9; analyse de risque, mesures d\u2019att\u00e9nuation de risques, simulation Monte-Carlo, estimation de r\u00e9serve de risque, des dix collectivit\u00e9s locales cries : indicateurs d\u00e9mographiques et socio\u00e9conomiques; groupes de discussion et ateliers avec repr\u00e9sentants et agents de d\u00e9veloppement locaux; consid\u00e9ration des pr\u00e9occupations locales et aspirations de d\u00e9veloppement, portrait des \u00e9conomies locales, analyse des projets et des potentiels de d\u00e9veloppement, entrepreneuriat, cha\u00eenes logistiques ; impacts de la construction et de l\u2019exploitation des infrastructures de transport propos\u00e9es de la GA sur la cr\u00e9ation d\u2019emplois directs et indirects, la diversification \u00e9conomique, le d\u00e9veloppement de long terme et le niveau de vie ; \u00e9tude des axes de pr\u00e9servation et la viabilisation des activit\u00e9s traditionnelles sur le territoire et des valeurs culturelles, synergies et conflits sur l\u2019utilisation du territoire; relev\u00e9s des prix, enqu\u00eate sur d\u00e9penses des m\u00e9nages, portait du co\u00fbt
