En 1997, Rio Tinto (RT) s&#8217;y est int\u00e9ress\u00e9e et a fait l\u2019acquisition de ses droits sur la concession en 2006. Des fonds consid\u00e9rables ont \u00e9t\u00e9 investis dans l&#8217;exploration pour d\u00e9terminer les ressources du projet et dans des \u00e9tudes sur les exigences en mati\u00e8re d&#8217;infrastructure, non seulement pour la mine, mais aussi pour les installations ferroviaires et portuaires requises pour acheminer le minerai par voie maritime.<\/p>\n\n\n\n<p>Le plus grand d\u00e9fi de ce projet est reli\u00e9 \u00e0 l&#8217;infrastructure de transport ferroviaire, notamment la distance d&#8217;environ 650 km entre la future mine et le port, probablement pr\u00e8s de la source de la rivi\u00e8re Morebaya. Le corridor ferroviaire propos\u00e9 impose un CAPEX qui n\u00e9cessite des niveaux de production \u00e9lev\u00e9s pour atteindre les objectifs de rendement. Dans le pass\u00e9, le projet envisageait d&#8217;int\u00e9grer des technologies ferroviaires r\u00e9duisant les d\u00e9penses d&#8217;exploitation (OPEX) que RT a d\u00e9velopp\u00e9es pour ses actifs de Pilbara en Australie, ainsi que des crit\u00e8res de conception susceptibles d&#8217;augmenter encore le co\u00fbt d&#8217;exploitation (CAPEX).<\/p>\n\n\n\n<p>Les principaux objectifs de la mission de SYSTRA Canada comprennent :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>L\u2019identification des potentiels afin de d\u00e9terminer les attentes en mati\u00e8re d&#8217;exploitation et de mieux garantir la viabilit\u00e9 \u00e0 long terme de l&#8217;exploitation du syst\u00e8me;<\/li>\n\n\n\n<li>La d\u00e9finition des sc\u00e9narios contractuels de partage et de r\u00e9partition des risques d&#8217;exploitation, notamment dans un environnement potentiellement multi-utilisateur;<\/li>\n\n\n\n<li>La d\u00e9termination de l&#8217;int\u00e9r\u00eat des op\u00e9rateurs ferroviaires potentiels pour une contribution au capital du projet (en esp\u00e8ces, autres).<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p>Plus pr\u00e9cis\u00e9ment, SYSTRA Canada a r\u00e9alis\u00e9 les activit\u00e9s suivantes :<\/p>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<ul class=\"wp-block-list\">\n<li><strong>Bilan du projet ferroviaire et des options.<\/strong> \u00c0 partir de la mission de la phase 1, examiner et analyser les \u00e9l\u00e9ments fondamentaux de la composante ferroviaire du projet Simandou afin de d\u00e9finir sp\u00e9cifiquement les hypoth\u00e8ses cl\u00e9s requises par le(s) partenaire(s) d&#8217;exploitation potentiel(s) (utilisateurs, emplacements, trac\u00e9, distance, volumes, composants des trains, fr\u00e9quences, temps de cycle, etc.<\/li>\n\n\n\n<li><strong>Examen des mod\u00e8les et des exp\u00e9riences de partenariat.<\/strong> Examen des principales le\u00e7ons tir\u00e9es des partenariats \u00e0 long terme en mati\u00e8re d&#8217;investissement et d&#8217;exploitation des chemins de fer miniers dans des contextes similaires, avec un historique suffisant, et identification des principes cl\u00e9s des types d&#8217;accords tels que la dur\u00e9e, les r\u00f4les respectifs, les qualit\u00e9s et les engagements des parties prenantes en termes de financement de projet, de propri\u00e9t\u00e9 et de l&#8217;entretien des infrastructures et du mat\u00e9riel roulant et d&#8217;exploitation ferroviaire, les facteurs de r\u00e9ussite, la gestion et l&#8217;att\u00e9nuation des risques, etc.<\/li>\n\n\n\n<li><strong>Examen des mod\u00e8les d&#8217;entreprise et du cadre commercial pr\u00e9c\u00e9dents.<\/strong> Analyser les co\u00fbts, les organismes commerciaux\/financiers, la structure tarifaire et les <em>pro forma<\/em> financiers \u00e9tudi\u00e9s pr\u00e9c\u00e9demment pour le projet de Simandou afin d&#8217;identifier les questions susceptibles de survenir lors de la d\u00e9finition de la structure de partenariat et de la recherche de partenaires d&#8217;exploitation.<\/li>\n\n\n\n<li><strong>Lignes directrices\/sc\u00e9narios \u00e9conomico-contractuels.<\/strong> D\u00e9finir les r\u00f4les sp\u00e9cifiques attendus des diff\u00e9rentes parties prenantes (usagers, op\u00e9rateurs, etc.) dans le cadre d&#8217;un partenariat contractuel pour le financement du projet, la propri\u00e9t\u00e9 de l&#8217;infrastructure, l&#8217;entretien de la voie, le fournisseur de locomotives et de wagons, l&#8217;entretien des locomotives et des wagons, les op\u00e9rations ferroviaires, le partage des co\u00fbts ou la structure tarifaire, les dispositions relatives aux risques et aux responsabilit\u00e9s, etc. \u00c0 partir des diff\u00e9rentes combinaisons d&#8217;attribution des r\u00f4les pour chaque \u00e9l\u00e9ment, recommander les sc\u00e9narios contractuels les plus adapt\u00e9s, y compris les indicateurs cl\u00e9s de performance (techniques, organisationnels, \u00e9conomiques, HSE, autres).<\/li>\n<\/ul>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<ul class=\"wp-block-list\">\n<li><strong>D\u00e9finition du r\u00f4le du partenaire et comp\u00e9tences requises. <\/strong>Proposer les principaux crit\u00e8res de s\u00e9lection d\u2019un r\u00f4le sp\u00e9cifique et les qualit\u00e9s attendues du partenaire exploitant. Proposer les principaux facteurs de s\u00e9lection d&#8217;un partenaire d&#8217;exploitation, notamment une exp\u00e9rience similaire, la stabilit\u00e9 financi\u00e8re, l&#8217;exp\u00e9rience en mati\u00e8re de conception ferroviaire chinoise, l&#8217;Afrique occidentale, le niveau d&#8217;engagement, etc. La validation de ces crit\u00e8res essentiels par RT sera indispensable.<\/li>\n\n\n\n<li><strong>Identification des partenaires potentiels.<\/strong> Dresser une liste non exhaustive d&#8217;op\u00e9rateurs ferroviaires \u00e0 partir d&#8217;exp\u00e9riences et de projets ant\u00e9rieurs, passer cette liste sous la loupe en proc\u00e9dant \u00e0 une \u00e9valuation globale, retenir (apr\u00e8s accord avec RT) ceux qui semblent correspondre le mieux aux exigences du partenariat et exclure ceux qui ne semblent pas satisfaire aux exigences minimales. Identification du repr\u00e9sentant de chaque op\u00e9rateur qui sera interview\u00e9.<\/li>\n\n\n\n<li><strong>D\u00e9veloppement du dossier d&#8217;information et du questionnaire.<\/strong> En utilisant les informations existantes, pr\u00e9parer les documents \u00e0 envoyer aux entreprises ferroviaires \u00e0 interroger, y compris le questionnaire portant sur les facteurs favorables et d\u00e9favorables \u00e0 la participation au projet. A valider par RT avant l&#8217;envoi.<\/li>\n\n\n\n<li><strong>Consultation\/Enqu\u00eate. <\/strong>Personnes \u00e0 contacter pour l&#8217;enqu\u00eate. Faire signer un accord de non-divulgation conforme \u00e0 RT par les op\u00e9rateurs potentiels cibl\u00e9s. Envoyer le dossier d&#8217;information et le questionnaire et assurer le suivi des r\u00e9ponses aupr\u00e8s des personnes \u00e0 contacter. Mener des entretiens (virtuels ou en personne lorsque cela est raisonnablement possible) avec les repr\u00e9sentants de RT.<\/li>\n\n\n\n<li><strong>R\u00e9sultats de l\u2019enqu\u00eate.<\/strong> Compl\u00e9ter les fiches techniques de chaque op\u00e9rateur enqu\u00eat\u00e9 et alimenter la base de donn\u00e9es. Mettre en \u00e9vidence les \u00e9l\u00e9ments cl\u00e9s qui justifient la pertinence et l&#8217;int\u00e9r\u00eat des diff\u00e9rents partenaires exploitants potentiels qui pourraient \u00eatre impliqu\u00e9s dans un partenariat dans le cadre du projet de Simandou (facilitateurs et obstacles).<\/li>\n\n\n\n<li><strong>Recommandations et rapport. <\/strong>Formuler les principales recommandations relatives aux options de structure de partenariat op\u00e9rationnel et aux partenaires op\u00e9rationnels potentiels.
