La ligne a pr\u00e9sent\u00e9 des embranchements vers la Jordanie et vers Riyadh. \u00c0 terme, la voie ferr\u00e9e nord-sud a \u00e9t\u00e9 connect\u00e9e au r\u00e9seau r\u00e9gional du GCC (Conseil de Coop\u00e9ration du Golfe), ainsi qu\u2019au r\u00e9seau existant de SRO (entre Riyadh et Dammam), et au Landbridge (entre Riyadh et la Mer Rouge).<\/p>\n\n\n\n<p>Au sein d\u2019un consortium international, SYSTRA Canada a particip\u00e9 aux activit\u00e9s suivantes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>\u00c9tude de faisabilit\u00e9 et conception d\u00e9taill\u00e9e<\/strong> : Le mandat incluait les \u00e9tudes d\u2019alignement, la pr\u00e9paration du plan d\u2019exploitation, la r\u00e9daction des sp\u00e9cifications fonctionnelles des syst\u00e8mes et du mat\u00e9riel roulant, la production des dossiers d\u2019appel d\u2019offres, et les \u00e9tudes \u00e9conomiques et financi\u00e8res associ\u00e9es.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Supervision de la construction, divis\u00e9e entre diff\u00e9rentes composantes :<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Comp. A\u00a0:<\/strong> Support et gestion de projet.<\/li>\n\n\n\n<li><strong>Comp. B :<\/strong> Strat\u00e9gie d\u2019approvisionnement, pr\u00e9-qualification des fournisseurs et entrepreneurs, support technique pendant les appels d\u2019offres, \u00e9valuation des offres.<\/li>\n\n\n\n<li><strong>Comp. C :<\/strong> Supervision de la construction et administration des contrats.<\/li>\n\n\n\n<li><strong>Comp. D : <\/strong>Assistance pour l\u2019approvisionnement du mat\u00e9riel roulant, y compris supervision pendant la fabrication et la mise en service.<\/li>\n\n\n\n<li><strong>Comp. E :<\/strong> Assistance pour pr\u00e9parer le contrat de l\u2019op\u00e9rateur.<\/li>\n\n\n\n<li><strong>Comp. F :<\/strong> Revue de la conception.<\/li>\n\n\n\n<li><strong>Comp. G :<\/strong> Conception d\u00e9taill\u00e9e des b\u00e2timents, y compris les gares, les ateliers de maintenance (avec les \u00e9quipements de maintenance associ\u00e9s), les locaux de la direction et les locaux d\u2019h\u00e9bergement du personnel.<\/li>\n\n\n\n<li><strong>Comp H\u00a0:<\/strong>\u00a0 Conception d\u00e9taill\u00e9e de la signalisation et des syst\u00e8mes de t\u00e9l\u00e9communications.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<div style=\"height:55px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-phase-de-conception\">Phase de conception<\/h3>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>La ligne a \u00e9t\u00e9 con\u00e7ue selon des standards ferroviaires lourds (charge \u00e0 l\u2019essieu de 32.4 t, param\u00e8tres de trac\u00e9 sp\u00e9cifiques, exemple : d\u00e9clivit\u00e9 limit\u00e9e, composition des trains, etc.), parfaitement adapt\u00e9s au transport de minerai. Quelques chiffres : 2 400 km de voie dont 300 km de voie \u00e0 travers les dunes du d\u00e9sert de An Nafud, 480 millions de m3 de mouvements de terres, 25 ponts ferroviaires, 32 croisements de routes ou d\u2019autoroutes, 6&nbsp;gares, 8 terminaux intermodaux, ainsi que 2 centres de maintenance pour le mat\u00e9riel roulant.<\/p>\n\n\n\n<p>L\u2019\u00e9tude de faisabilit\u00e9 incluait \u00e9galement l\u2019\u00e9tude d\u2019alignement d\u2019un tron\u00e7on de 40 km aux abords de Riyadh dans un environnement urbanis\u00e9.<\/p>\n\n\n\n<p>SYSTRA Canada \u00e9tait le Partenaire en charge au sein d\u2019une JV avec SYSTRA et KHATIB &amp; ALAMI. SYSTRA Canada \u00e9tait en charge de la gestion de projet, de la d\u00e9finition technique du syst\u00e8me ferroviaire, de la conception pr\u00e9liminaire de l\u2019alignement, de la d\u00e9finition des standards de construction applicables pour la voie et les ateliers, de la r\u00e9daction des sp\u00e9cifications fonctionnelles pour la signalisation, les t\u00e9l\u00e9communications et le mat\u00e9riel roulant.<\/p>\n<\/div>\n<\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Phase de construction<\/h3>\n\n\n\n<div style=\"height:5px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Apr\u00e8s avoir conduit les \u00e9tudes de faisabilit\u00e9 et la conception pr\u00e9liminaire et d\u00e9taill\u00e9e du g\u00e9nie civil et de la voie, SYSTRA Canada, SYSTRA et KHATIB &amp; ALAMI ont \u00e9t\u00e9 rejoints par Louis Berger Group (LBG) pour la phase de r\u00e9alisation.<\/p>\n\n\n\n<p>La JV ainsi form\u00e9e emploie autour de 250 personnes en Arabie Saoudite.<\/p>\n\n\n\n<p>Outre son r\u00f4le de premier plan dans la Gestion de Projet et l\u2019Administration des Contrats (Composantes A et C), SYSTRA Canada a apport\u00e9 une contribution d\u00e9cisive pour l\u2019ensemble des activit\u00e9s techniques li\u00e9es \u00e0 la conception et \u00e0 la supervision.<\/p>\n\n\n\n<p>SYSTRA Canada est\/a \u00e9t\u00e9 tout particuli\u00e8rement impliqu\u00e9e dans les composantes suivantes :<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Composante D: Approvisionnement du mat\u00e9riel roulant<\/h3>\n\n\n\n<div style=\"height:5px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>SAR a fait l\u2019acquisition de locomotives et de toutes sortes de wagons min\u00e9raliers, fret et passagers, ainsi que de mat\u00e9riel de maintenance de la voie.<\/p>\n\n\n\n<p>SYSTRA Canada a assist\u00e9 SAR dans cette t\u00e2che qui recouvre les activit\u00e9s suivantes :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>S\u00e9lection des types et des mod\u00e8les de mat\u00e9riel roulant;<\/li>\n\n\n\n<li>Planification de l\u2019approvisionnement;<\/li>\n\n\n\n<li>Pr\u00e9paration des sp\u00e9cifications techniques et des dossiers d\u2019appels d\u2019offres;<\/li>\n\n\n\n<li>Expertise technique pendant l\u2019analyse des offres et la pr\u00e9paration des contrats entre SAR et les fournisseurs;<\/li>\n\n\n\n<li>Supervision de la construction et suivi de la qualit\u00e9, en usine et pendant la mise en service (essais de r\u00e9ception en usine, essais de r\u00e9ception sur site).<\/li>\n<\/ul>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Composante E: Assistance pour pr\u00e9parer le contrat de l\u2019op\u00e9rateur<\/h3>\n\n\n\n<div style=\"height:5px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Du fait de la difficult\u00e9 de trouver localement du personnel avec une exp\u00e9rience en exploitation ferroviaire, SAR a d\u00e9cid\u00e9 d\u2019engager un op\u00e9rateur ferroviaire pour les 5 premi\u00e8res ann\u00e9es. Avant de lancer un appel d\u2019offres pour trouver le ou les op\u00e9rateurs, SAR a d\u00fb prendre un certain nombre de d\u00e9cisions quant \u00e0 la fa\u00e7on dont le r\u00e9seau a \u00e9t\u00e9 exploit\u00e9, et quant aux clauses contractuelles liant le ou les op\u00e9rateurs \u00e0 SAR. Le r\u00e9seau a \u00e9t\u00e9 en effet exploit\u00e9 comme une concession ou bien dans le cadre d\u2019un simple contrat de gestion, avec des variantes interm\u00e9diaires. Le mandat de SYSTRA Canada a \u00e9t\u00e9 de pr\u00e9senter les diff\u00e9rentes options et de faire des recommandations sp\u00e9cifiques.<\/p>\n\n\n\n<p>Cette composante a inclus les t\u00e2ches suivantes :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Pr\u00e9senter et analyser en d\u00e9tails les diff\u00e9rentes options possibles pour s\u00e9lectionner un op\u00e9rateur ferroviaire;<\/li>\n\n\n\n<li>Revoir le cadre l\u00e9gislatif existant en Arabie Saoudite et applicable \u00e0 l\u2019exploitation ferroviaire;<\/li>\n\n\n\n<li>Pr\u00e9parer un mod\u00e8le de contrat d\u2019exploitation;<\/li>\n\n\n\n<li>D\u00e9finir la grille d\u2019\u00e9valuation des offres et assister SAR pour l\u2019\u00e9valuation des offres et la finalisation du contrat d\u2019op\u00e9rations.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Composante G: Conception d\u00e9taill\u00e9e des b\u00e2timents<\/h3>\n\n\n\n<div style=\"height:5px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>SYSTRA Canada a particip\u00e9 \u00e0 la conception d\u00e9taill\u00e9e des b\u00e2timents. Ses sp\u00e9cialistes ont \u00e9t\u00e9 en charge de :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Identifier les besoins techniques et fonctionnels des ateliers de maintenance du mat\u00e9riel roulant (locomotives, wagons) et des centres de maintenance de la voie et de la signalisation;<\/li>\n\n\n\n<li>D\u00e9velopper l\u2019enveloppe de ces diff\u00e9rents b\u00e2timents et d\u00e9terminer les proc\u00e9dures associ\u00e9es aux activit\u00e9s qui y prennent place;<\/li>\n\n\n\n<li>Pr\u00e9parer des sp\u00e9cifications techniques bas\u00e9es sur les derni\u00e8res normes en la mati\u00e8re pour tout l\u2019\u00e9quipement industriel lourd, \u00e0 la fois fixe et mobile;<\/li>\n\n\n\n<li>Pr\u00e9parer les crit\u00e8res d\u2019\u00e9valuation des offres techniques, \u00e9valuer les offres techniques, participer \u00e0 la finalisation des contrats, superviser la fabrication et la mise en service des \u00e9quipements de maintenance.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Composante H: Conception d\u00e9taill\u00e9e de la signalisation et des syst\u00e8mes de t\u00e9l\u00e9communications<\/h3>\n\n\n\n<div style=\"height:5px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>SYSTRA Canada a particip\u00e9 \u00e0 la conception d\u00e9taill\u00e9e de la signalisation (ERTMS Niveau 2) et des syst\u00e8mes de t\u00e9l\u00e9communications.<\/p>\n\n\n\n<p>Les experts de SYSTRA Canada ont fait une analyse des besoins, afin d\u2019identifier la meilleure solution pour SAR.
