Pour la r\u00e9gion m\u00e9tropolitaine de Montr\u00e9al, le R\u00e9seau \u00e9lectrique m\u00e9tropolitain (REM) repr\u00e9sente \u00e9galement la plus grande infrastructure int\u00e9gr\u00e9e en transport public depuis le m\u00e9tro de Montr\u00e9al, inaugur\u00e9 en 1966. Ajout\u00e9 aux syst\u00e8mes de transport public existants (m\u00e9tro, trains et autobus), il ouvre une nouvelle \u00e8re de d\u00e9veloppement pour le transport collectif dans la r\u00e9gion m\u00e9tropolitaine.<\/p>\n\n\n\n<p>Faisant partie d\u2019un consortium de quatre firmes de consultants (en collaboration avec Hatch), l\u2019\u00e9quipe de SYSTRA a \u00e9t\u00e9 nomm\u00e9e, en d\u00e9cembre 2015, \u00e0 titre de conseiller pour la CDPQ.<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-validation-du-concept\">Validation du concept<\/h3>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>La premi\u00e8re phase de nos services consistait \u00e0 valider la vision du client. En effet, il \u00e9tait initialement envisag\u00e9 de faire l\u2019acquisition de deux projets ind\u00e9pendants sur un site enti\u00e8rement vierge (un syst\u00e8me reliant la Rive-Sud au centre-ville et l\u2019autre reliant le centre-ville \u00e0 l\u2019a\u00e9roport uniquement). Une fois nomm\u00e9e, la CDPQ a demand\u00e9 \u00e0 ce qu\u2019une approche diff\u00e9rente soit \u00e9valu\u00e9e, combinant un syst\u00e8me de liaison int\u00e9gr\u00e9 et l\u2019utilisation\/conversion de la ligne de train de banlieue Deux-Montagnes existante de l\u2019AMT (de type \u00ab rail lourd \u00bb). Durant cette phase, l\u2019\u00e9quipe SYSTRA a men\u00e9 plusieurs \u00e9valuations techniques de faisabilit\u00e9, incluant des simulations d\u2019alimentation \u00e9lectrique et d\u2019op\u00e9rations.<\/p>\n<\/div>\n<\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Conception pr\u00e9liminaire et pr\u00e9paration des sp\u00e9cifications techniques<\/h3>\n\n\n\n<p>Le syst\u00e8me est actuellement disponible dans deux groupes principaux : (i) G\u00e9nie civil (ii) Mat\u00e9riel roulant, syst\u00e8mes d\u2019op\u00e9rations et de maintenance. Les entreprises\/consortiums faisant partie de la liste courte ont \u00e9t\u00e9 choisis et une demande d\u2019appel d\u2019offres sera \u00e9mise sous peu.<\/p>\n\n\n\n<p>Les experts de SYSTRA Canada (anciennement CANARAIL)\/SYSTRA ont r\u00e9dig\u00e9 les exigences techniques des documents relatifs \u00e0 l\u2019appel d\u2019offres, incluant :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Surveillance d&#8217;enclenchements et de contr\u00f4le automatique des trains (ATC);<\/li>\n\n\n\n<li>Fiabilit\u00e9, disponibilit\u00e9, maintenabilit\u00e9 et s\u00e9curit\u00e9 (FDMS);<\/li>\n\n\n\n<li>Syst\u00e8me d\u2019int\u00e9gration et gestion des interfaces;<\/li>\n\n\n\n<li>Mat\u00e9riel roulant;<\/li>\n\n\n\n<li>Syst\u00e8me de t\u00e9l\u00e9communications;<\/li>\n\n\n\n<li>Alimentation \u00e9lectrique, incluant EMC\/EMI;<\/li>\n\n\n\n<li>Op\u00e9rations et maintenance;<\/li>\n\n\n\n<li>Design urbain et architectural des stations (BIM);<\/li>\n\n\n\n<li>Poste central de commandes;<\/li>\n\n\n\n<li>Portes pali\u00e8res des quais;<\/li>\n\n\n\n<li>SCADA.<\/li>\n<\/ul>\n\n\n\n<p>La difficult\u00e9 principale de ce projet r\u00e9sidant en la conversion de la ligne (c.-\u00e0-d. la migration) et l\u2019int\u00e9gration du nouveau syst\u00e8me. La migration est complexe puisque les nouveaux syst\u00e8mes doivent \u00eatre install\u00e9s avec le moins d\u2019incidence possible sur les op\u00e9rations. L\u2019int\u00e9gration de la signalisation, du mat\u00e9riel roulant et du syst\u00e8me de supervision n\u00e9cessite une analyse en profondeur des interfaces entre le nouveau sous-syst\u00e8me et les sous-syst\u00e8mes existants. Puisque le projet de REM comprend un site vierge et un autre d\u00e9j\u00e0 am\u00e9nag\u00e9 (32 km), l\u2019objectif qui doit ressortir du document d\u2019appel d\u2019offres consiste \u00e0 obliger l\u2019entrepreneur de veiller \u00e0 ce que les op\u00e9rations effectu\u00e9es dans la zone d\u00e9j\u00e0 am\u00e9nag\u00e9e ne perturbent pas la ligne de service durant la phase de migration. Consid\u00e9rant nos nombreuses r\u00e9ussites dans ce domaine, nous en sommes venus \u00e0 la conclusion que notre solution \u00e9tait conforme avec cette contrainte importante en termes d\u2019\u00e9ch\u00e9ancier, de co\u00fbts, de faisabilit\u00e9 et d\u2019exigences techniques.<\/p>\n\n\n\n<p>Les experts de SYSTRA Canada\/SYSTRA ont accompagn\u00e9 CDPQ au cours du processus d\u2019\u00e9laboration des exigences techniques et ont \u00e9galement particip\u00e9 aux discussions reli\u00e9es au projet avec les diff\u00e9rentes parties prenantes.<\/p>\n\n\n\n<p>Notre exp\u00e9rience \u00e0 l\u2019\u00e9chelle mondiale, qui couvre une vari\u00e9t\u00e9 de projets \u00e0 plusieurs niveaux (entrepreneurs, fournisseurs, consultants), fait preuve de nos comp\u00e9tences (NYCT, Ligne 1 du M\u00e9tro de Paris). Par ailleurs, la contribution de nos ing\u00e9nieurs qui ont pris part au projet de la R\u00e9gie Autonome des Transports Parisiens (RATP), et qui ont travaill\u00e9 \u00e0 leur projet de REM, s\u2019est av\u00e9r\u00e9e tr\u00e8s utile pour fournir au client l\u2019assistance n\u00e9cessaire pour d\u00e9finir les besoins et les crit\u00e8res de performance dans les documents d\u2019appel d\u2019offres.<\/p>\n\n\n\n<p>SYSTRA Canada\/SYSTRA ont apport\u00e9 au projet de REM une expertise acquise par leur participation \u00e0 plusieurs autres projets mondiaux, notamment en conception de syst\u00e8mes, op\u00e9rations, maintenance et mat\u00e9riel roulant.
