The Simandou Mine Project, situated at the southern tip of the 110 km long Simandou mountain range  in the Southern Nz\u00e9r\u00e9kor\u00e9  Region of the Republic of Guinea, West Africa is a large iron ore mine. Located approximately 550 km southeast of Conakry, Guinea\u2019s capital.<\/strong><\/p>\n\n\n\n

<\/div>\n\n\n\n

The project encompasses four distance areas or blocks:<\/p>\n\n\n\n

    \n
  • Blocks 1 and 2 are held by the Winning Consortium Simandou (WCS),  a consortium of Winning Corporation, Weiqiao et al and the Government of the Republic of Guinea;<\/li>\n\n\n\n
  • Blocks 3 and 4 are held SIMFER S.A., another consortium comprising of Rio Tinto, Chinalco, and the Government of the Republic of Guinea, with Rio Tinto serving as the \u201crepresentative\u201d.<\/li>\n<\/ul>\n\n\n\n
    <\/div>\n\n\n\n

    Both Blocks 3 and 4 iron ore deposits are about 7.5 km in length and up to 1-km-wide. In July 2022, SIMFER, WCS, and  the Government of Guinea formed an infrastructure joint venture (JV). The infrastructure includes:<\/p>\n\n\n\n

      \n
    • The main railway line  from the port to the WCS Mine Blocks 1 and 2 is currently slated for development by WCS. This mainline, which includes K\u00e9rouan\u00e9 station, falls under WCS\u2019s authority;<\/li>\n\n\n\n
    • The Simandou Branch Line, connecting K\u00e9rouan\u00e9 station to SIMFER\u2019s Blocks 3 and 4 is anticipated to be developed by SIMFER;<\/li>\n\n\n\n
    • Port facilities capable of handling 120 Mtpa are planned, facilitating the shipment 60 Mtpa of iron ore via a barge  via a barge transhipment operation, while SIMFER is set to oversee Stage 2 development for an additional  of port facilities to support  the Transshipment Shuttle Vessels (TSV) operation;<\/li>\n\n\n\n
    • It is assumed that WCS is developing the 60 Mtpa Phase 1 port facility for the barge transshipment operation and SIMFER is developing the 60 Mtpa Phase 2 port facility for a NNT operation.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n

      SYSTRA provided rail engineering management services, rail technical services and assurance for overseeing  the detailed engineering for Simandou Railway Branch Line. Additionally, SYSTRA, managed engineering components of Railway Wagon package. During the detailed engineering phase, SYSTRA provided the following services:<\/p>\n\n\n\n

        \n
      • Managed and facilitated the rail designer responsible, ensuring their capability to meet the overall project`s engineering and design requirements;<\/li>\n\n\n\n
      • Proactively identified and addressed all matters and concerns related to the engineering design of the rail; <\/li>\n\n\n\n
      • Regularly, facilitated, attended, and directed meetings while also preparing meeting minutes;<\/li>\n\n\n\n
      • Prepared and participated in Technical Evaluation Group (TEG) reviews as well as  all other independent assurance reviews;<\/li>\n\n\n\n
      • Managed for Rail Designer\u2019s contractual performance ensuring adherence to policy, schedule and cost requirements and oversaw reporting management;<\/li>\n\n\n\n
      • Developed key engineering principles including the basis of design (BOD) for the responsible engineering packages, as well as scope books and battery limit documentation;<\/li>\n\n\n\n
      • Provided supports and inputs for project`s weekly and monthly reports;<\/li>\n\n\n\n
      • Prepared and contributed  inputs for ad-hoc reports and presentation;<\/li>\n\n\n\n
      • Provided support to the Engineering Manager in establishing an engineering management system aimed at effectively managing and facilitating the responsible designer;<\/li>\n\n\n\n
      • Reviewed and updated all engineering plans, strategies, procedures, and tools  supporting the requirements for completing detailed engineering and provided engineering support for construction;<\/li>\n\n\n\n
      • Managed the quality of deliverables by implementing a cascaded responsibility for quality management;<\/li>\n\n\n\n
      • Designed coordination and interface management systems to ensure  alignment in design, consistency of applied engineering standards and avoid rework in engineering design;<\/li>\n\n\n\n
      • Managed scope and design changes for  the responsible packages\/Work Breakdown Structure(WBS);<\/li>\n\n\n\n
      • Provided the overall technical reviews and approvals for all engineering deliverables, with review support from other project functions such as  HSEC, construction and operational readiness; <\/li>\n<\/ul>\n<\/div>\n\n\n\n

          \n
        • Facilitated and consolidated design reviews, ensuring alignment and consolidation of review comments and submissions;<\/li>\n\n\n\n
        • Provided expert technical support and direction to project stakeholders, leveraging and sharing the lessons learned;<\/li>\n\n\n\n
        • Drove design improvements to enhance the project\u2019s value and capital effectiveness, focusing on equipment standardization, material standardization, and design simplification;<\/li>\n\n\n\n
        • Ensured optimal design balance between HSEC (Health, Safety, Environment and Community), quality, cost, and schedule during  the engineering implementation;<\/li>\n\n\n\n
        • Oversaw compliance with document data and digital delivery requirements;<\/li>\n\n\n\n
        • Provided support and participated in Hazard studies and risk workshops, while also  managing and monitoring the risk register to ensure that mitigation actions were fully incorporated into the design;<\/li>\n\n\n\n
        • Gathered  engineering documentation for permitting and approval purposes;<\/li>\n\n\n\n
        • Maintained liaison and interface with Rio Tinto, other contractors and Rio Tinto\u2019s operations team and representatives;<\/li>\n\n\n\n
        • Provided supports and inputs to other related engineering packages and project functions, including , Land Resettlement, HSEC, Project Control, Permitting and Approval, Operational Readiness, Construction, and Commissioning;<\/li>\n\n\n\n
        • Managed and developed technical documentation for the responsible facilities and packages;<\/li>\n\n\n\n
        • During the \u201ctendering period,\u201d provided technical support by preparing bid evaluation criteria, responding to technical clarification questions and scoring the technical proposals submitted by manufacturers for the responsible facilities and packages; and <\/li>\n\n\n\n
        • Supported Rio Tinto`s procurement and contract team.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n

          NOTE: This mandate comes after additional previous mandates since April 2020 which covered the entire Simandou rail main line of 640 km. After negotiations between Rio Tinto and GoG, Rio Tinter (SIMFER) asked SYSTRA to only work on the 70 km rail link between mine site and mainline.<\/em><\/p>\n\n\n\n
