Il aborde la question du lien entre tarification et pollution.<\/strong><\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"has-light-eggplant-color has-text-color\">La mobilit\u00e9 servicielle, aujourd\u2019hui d\u00e9sign\u00e9e sous le terme de MaaS, ne pourra se faire sans aborder la question de la tarification des transports, ou plus g\u00e9n\u00e9ralement de la mobilit\u00e9. Une question qui n\u2019est pas nouvelle mais qui se pose avec encore plus d\u2019acuit\u00e9 dans un contexte de crise sanitaire, avec des op\u00e9rateurs durement impact\u00e9s, des comportements d\u2019usagers devenus \u00e0 la fois plus exigeants et impr\u00e9visibles, et une mobilit\u00e9 moins routini\u00e8re. D\u00e8s lors, quelle politique tarifaire adopter ? Comment faire co\u00efncider rentabilit\u00e9 et efficacit\u00e9, flexibilit\u00e9 et durabilit\u00e9 ? Une politique tarifaire peut-elle \u00eatre un levier pour g\u00e9rer l\u2019affluence dans les transports ? La tarification peut-elle agir sur l\u2019urbanisation et la forme de la ville ?<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"has-light-eggplant-color has-text-color\">Ces questions, nous les avons pos\u00e9es \u00e0 nos experts. Mais <strong>une autre raison d&#8217;\u00eatre du MaaS est de rendre les transports plus durables sur le plan environnemental.<\/strong> L&#8217;un de ses aspects les plus int\u00e9ressants est la mani\u00e8re dont il pourrait \u00eatre con\u00e7u pour modifier le comportement des usagers et leurs pr\u00e9f\u00e9rences en mati\u00e8re de d\u00e9placement. Comment peut-il y parvenir ? <strong>Nous vous proposons 5 pistes de r\u00e9flexion.<\/strong><\/p>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-1-se-passer-de-la-voiture\">1- Se passer de la voiture ? <\/h3>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Dans les villes o\u00f9 r\u00e8gne la voiture, le MaaS peut aider les usagers \u00e0 passer du v\u00e9hicule individuel aux transports partag\u00e9s, comme les VTC, le covoiturage, l&#8217;autopartage et le transport \u00e0 la demande.<\/p>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.systra.com\/wp-content\/uploads\/2021\/07\/embouteillages-min-1024x678.jpg\" alt=\"\" class=\"wp-image-3707630\" width=\"462\" height=\"306\" \/><\/figure>\n<\/div>\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Pour certaines personnes, le MaaS sera suffisamment int\u00e9ressant pour qu&#8217;elles abandonnent d\u00e9finitivement leur v\u00e9hicule individuel. Pour d&#8217;autres, le MaaS est consid\u00e9r\u00e9 comme une alternative possible \u00e0 la possession d&#8217;un second v\u00e9hicule moins fr\u00e9quemment utilis\u00e9.<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Dans les villes disposant d\u2019un r\u00e9seau performant de transports en commun, le MaaS peut encourager l\u2019alliance entre un mode de transport partag\u00e9 \u00e0 faible taux d&#8217;occupation (par exemple, les VTC) et un <strong>mode de transport partag\u00e9 \u00e0 taux d&#8217;occupation plus \u00e9lev\u00e9<\/strong> (par exemple, le bus, le tramway, le train), r\u00e9duisant ainsi encore davantage leur empreinte carbone (Hensher et Al, 2021).<\/p>\n\n\n\n<div style=\"height:80px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-2-la-gouvernance-un-enjeu-central-pour-le-maas\">2- La gouvernance, un enjeu central pour le MaaS<\/h3>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Avec autant d&#8217;acteurs impliqu\u00e9s dans un \u00e9co-syst\u00e8me MaaS, il n&#8217;est pas surprenant que la gouvernance soit un sujet majeur. Pour que le MaaS soit d\u00e9ploy\u00e9 de mani\u00e8re efficace et compl\u00e9mentaire au r\u00e9seau de transport public, la gouvernance est donc cl\u00e9.<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>En tant que tel, le MaaS peut encourager l&#8217;utilisation de v\u00e9hicules \u00e0 faibles \u00e9missions et l\u2019installation d&#8217;infrastructures de recharge par les \u00e9nergies renouvelables. Une fois que ces technologies seront suffisamment r\u00e9pandues, les politiques de d\u00e9ploiement du MaaS pourraient \u00e9galement <strong>\u00e9voluer vers une obligation, plut\u00f4t qu&#8217;une incitation, des options de transport durable.<\/strong><\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div style=\"height:80px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-3-decarboner-le-reseau-de-transport\">3- D\u00e9carboner le r\u00e9seau de transport<\/h3>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Outre le fait de changer le point de vue des usagers sur l&#8217;utilisation des v\u00e9hicules priv\u00e9s, et tout particuli\u00e8rement leur co\u00fbt de possession, le MaaS peut \u00e9galement contribuer \u00e0 d\u00e9carboner le r\u00e9seau de transport en permettant et en encourageant <strong>une plus grande utilisation des modes de transport actifs tels que la marche ou le v\u00e9lo.<\/strong><\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>A titre d\u2019exemple, un essai men\u00e9 \u00e0 G\u00f6teborg, en Su\u00e8de, a permis d&#8217;attribuer des points aux clients pour chaque tonne de CO2 \u00e9vit\u00e9e gr\u00e2ce \u00e0 l&#8217;utilisation de modes de d\u00e9placement durables (UbiGo, 2014), les points pouvant \u00eatre \u00e9chang\u00e9s contre divers biens et services.<\/p>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.systra.com\/wp-content\/uploads\/2021\/07\/cyclistes-copenhague-1024x682.jpg\" alt=\"\" class=\"wp-image-3707868\" width=\"530\" height=\"353\" \/><\/figure>\n<\/div>\n\n\n<div style=\"height:80px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-4-lisser-la-frequentation-des-transports-publics\">4- Lisser la fr\u00e9quentation des transports publics<\/h3>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Les transports publics doivent \u00eatre dimensionn\u00e9s pour g\u00e9rer les pics de charge quotidiens, participant de fait \u00e0 une inefficacit\u00e9 inh\u00e9rente. La tarification au sein d\u2019un MaaS constitue une opportunit\u00e9 unique pour <strong>encourager le passage \u00e0 des d\u00e9placements en dehors des heures de pointe,<\/strong> r\u00e9duisant ainsi les demandes \u00e0 ces heures sur le r\u00e9seau.<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>La plus grande flexibilit\u00e9 dans les pratiques de travail apport\u00e9es par le Covid-19 cr\u00e9e elle aussi cette opportunit\u00e9 de souplesse. Avant m\u00eame la pand\u00e9mie, la ville de San Francisco avait d\u00e9j\u00e0 mis en \u0153uvre un sch\u00e9ma similaire \u00e0 travers une tarification dynamique sur le stationnement. L\u2019un des objectifs du programme SFpark mis en place en 2017 est de s\u2019assurer de la disponibilit\u00e9 de places dans certaines zones g\u00e9ographiques, \u00e0 travers une tarification tenant compte du taux d\u2019occupation des places de stationnement (San Francisco Municipal Transportation Agency, 2017).<\/p>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.systra.com\/wp-content\/uploads\/2021\/07\/parcmetre-san-francisco-min-1024x683.jpg\" alt=\"\" class=\"wp-image-3708001\" width=\"427\" height=\"285\" \/><\/figure>\n<\/div>\n\n\n<div style=\"height:80px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-5-des-transports-plus-durables\">5- Des transports plus durables<\/h3>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>En combinant plusieurs des th\u00e8mes ci-dessus, et en optimisant les syst\u00e8mes n\u00e9cessaires aux d\u00e9placements des usagers, nous pensons qu&#8217;un r\u00e9seau de transport peut devenir plus vert.
