Para tanto, foram realizadas as seguintes atividades:<\/p>\n\n\n\n<div style=\"height:35px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h5 class=\"wp-block-heading has-light-eggplant-color has-text-color has-link-color wp-elements-723ba4a782f92e4e87a7642b714eff05\" id=\"h-estudo-de-trafego\"><strong>Estudo de tr\u00e1fego<\/strong><\/h5>\n\n\n\n<div style=\"height:35px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Determina\u00e7\u00e3o dos Volumes M\u00e9dios Di\u00e1rios Anuais de ve\u00edculos em cada local de interesse para quantifica\u00e7\u00e3o da demanda de tr\u00e1fego existente;<\/li>\n\n\n\n<li>Zoneamento do tr\u00e1fego a n\u00edvel nacional e montagem de matrizes por categoria de ve\u00edculo;<\/li>\n\n\n\n<li>C\u00e1lculo do custo e tempo de viagem em fun\u00e7\u00e3o do estado de conserva\u00e7\u00e3o da via (atrav\u00e9s do HDM-4);<\/li>\n\n\n\n<li>An\u00e1lise de capacidade da via e velocidade dos ve\u00edculos em condi\u00e7\u00e3o de fluxo livre (utilizando os conceitos do HCM);<\/li>\n\n\n\n<li>Calibra\u00e7\u00e3o do modelo macrosc\u00f3pico de simula\u00e7\u00e3o de tr\u00e1fego em n\u00edvel nacional (software TransCad);<\/li>\n\n\n\n<li>Proje\u00e7\u00e3o de crescimento, an\u00e1lise de fugas das pra\u00e7as de ped\u00e1gio e impacto de obras previstas;<\/li>\n\n\n\n<li>Identifica\u00e7\u00e3o, atrav\u00e9s do volume de tr\u00e1fego, de lotes pass\u00edveis de concess\u00e3o.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h5 class=\"wp-block-heading has-light-eggplant-color has-text-color has-link-color wp-elements-383e18f8f7c9bac4ba4f138adbb8786d\" id=\"h-estudo-de-engenharia-e-infraestrutura\"><strong>Estudo de engenharia e infraestrutura<\/strong><\/h5>\n\n\n\n<div style=\"height:35px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Avalia\u00e7\u00e3o da situa\u00e7\u00e3o atual dos tra\u00e7ados existentes e defini\u00e7\u00e3o de poss\u00edveis solu\u00e7\u00f5es para implanta\u00e7\u00e3o das melhorias da infraestrutura das rodovias;<\/li>\n\n\n\n<li>Proposi\u00e7\u00e3o de obras futuras de amplia\u00e7\u00e3o de capacidade (terceiras faixas, duplica\u00e7\u00f5es e faixas adicionais em pista dupla) para manuten\u00e7\u00e3o de n\u00edveis de servi\u00e7o ao longo do per\u00edodo de concess\u00e3o;<\/li>\n\n\n\n<li>Defini\u00e7\u00e3o dos servi\u00e7os a serem prestados pelo concession\u00e1rio, bem como estruturas de apoio e fiscaliza\u00e7\u00e3o do usu\u00e1rio a serem mantidas;<\/li>\n\n\n\n<li>Estimativa de custos de investimento (CAPEX) e opera\u00e7\u00e3o (OPEX) para os modelos de concess\u00e3o propostos.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:50px\" das obras de recupera\u00e7\u00e3o e expans\u00e3o das rodovias;<\/li>\n\n\n\n<li>Defini\u00e7\u00e3o do modelo que viabilizar\u00e1 o projeto do ponto de vista ambiental.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h5 class=\"wp-block-heading has-light-eggplant-color has-text-color has-link-color desempenho para conserva\u00e7\u00e3o da infraestrutura e manuten\u00e7\u00e3o de n\u00edveis adequados de opera\u00e7\u00e3o, bem como condi\u00e7\u00f5es para devolu\u00e7\u00e3o ao poder p\u00fablico.<\/p>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h5 class=\"wp-block-heading has-light-eggplant-color has-text-color has-link-color wp-elements-5177ebdeae9ab01efc3ea24b0da3aba6\" id=\"h-analise-de-aspectos-ambientais-0\"><strong>An\u00e1lise de aspectos ambientais<\/strong><\/h5>\n\n\n\n<div style=\"height:35px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Prepara\u00e7\u00e3o do modelo de neg\u00f3cio, considerando as receitas do projeto, os investimentos projetados, os custos e as despesas operacionais, bem como as despesas tribut\u00e1rias, financeiras etc.<\/li>\n\n\n\n<li>Elabora\u00e7\u00e3o do fluxo de caixa detalhado do projeto e avalia\u00e7\u00e3o da viabilidade econ\u00f4mico-financeira, determinando-se o valor poss\u00edvel de outorga ou o valor da contrapartida necess\u00e1ria para equil\u00edbrio.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:35px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Ao final dos estudos, foram selecionados 3.282 km de rodovias, divididos em 12 lotes a serem concedidos, sendo cinco lotes (1.018 km) de concess\u00e3o simples e sete lotes (2.264 km) de Parceria P\u00fablica-privada \u2013 PPP, para os quais foi realizada a an\u00e1lise da viabilidade t\u00e9cnica, econ\u00f4mica e ambiental de explora\u00e7\u00e3o.<\/p>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3
