Bulgaria : reorganization of the rail transport sector

On December 18, 2002, SYSTRA signed a contract regarding the reorganization of the Bulgarian rail transport sector.
SYSTRA is leading a consortium which includes CIE Consult (Ireland), Railplan (Netherlands), Deloitte & Touche EOOD (Bulgaria) and the Institute of Transport and Communications (Bulgaria).
The Bulgarian Railway sector has already split up into 3 entities, in accordance with the European Directives: BDZ SRIC, responsible for the infrastructure, BDZ SPSH, the railway operator and EARA, the Railway Administration.
The project,which is financed by the European Commission, aims at providing practical assistance to EARA and to BDZ SRIC for their reorganization, mainly in the following fields:

  • Reorganization of the Rail Transport sector in compliance with the national reforms, so as to promote the development process of the Bulgarian economy;
  • Commercial management independent of state control;
  • Improvement of the new management system;
  • Setting up the access rights to the railway infrastructure for independent operators,
  • Staff training to the new management system.

  • The contract will start on January 2, 2003, and will last 11 months.
