The tramway, which recently celebrated its 115th anniversary, has always catered for most of the travel needs around Tallin. However, since Estonia became independent, its image has declined somewhat, as a result of the lack of investment in new technology.

The city of Tallin therefore, decided to modernise and revitalise its public transport system, so as to restrict the growth in road traffic and better manage the social and economic development of the city.
SYSTRA was commissioned to carry out a feasibilty study between November 2003 and December 2004 by the local authority and the French ambassador, which resulted in the definition of a plan centered on the reorganisation of the bus and trolleybus network, along with improvements to the existing tramway network. It was also concerned with the renovation of line 1, the extension and upgrade of line 2 and the creation of a new line (line 3).
